The president of the United States is one and only individual that occupies probably the most constitutional roles and capabilities in determining the fate of the country. Thus it may undeniably true that because of not only the many rights and capabilities but also the responsibilities that follow, it occurs that the president gets to perform remarkably in some areas, and not in others.
Taking this fact into account, over four decades ago, Aaron Wildavsky(1966) argued that the president has greater success in dealing with Congress on foreign and defense matters than on domestic issues, after examining the legislative-executive relationship during the 1950s and 1960s.
One good example may be the case with regard to the president Johnson in 1964. On August 2, 1964, President Johnson informed Congress and the American people that United States destroyers had been attacked by North Vietnamese patrol boats in the Gulf of Tonkin. Johnson asked Congress for support similar to that granted to his predecessors to deal with previous international crises.
