KOREAN ODA STRATEGY AND LAW ON COVID-19 -AS A LEADER -

소개

Due to continuous mutation of the virus, current status of every country is getting serious. However, among them, developing countries are facing with the worst condition than the developed countries, since those developing countries aren’t equipped with medical infrastructure; they are even unable to treat the infected, thus controlling of the pandemic is almost impossible. The case of India, whose death toll per a day is over two thousand and the number of infected per day is over ten thousand, shows the reality of developing countries. Furthermore, according to the report from the UNU WIDER, the poor population of developing countries will increase from 7 billion to 11 billion due to the aftereffect of the covid-19. There is broad agreement that the global economy will contract given the sudden stop to large swathes of activity and the resulting income loss in the manufacturing and services sectors across most advanced countries and China, combined with the adverse effects on financial markets, consumption, investment confidence, international trade and commodity prices. Especially for developing countries, decrease in import goods from China leads to the decrease in export rate because exports themselves require significant imports of equipment, intermediate goods, know-how and financial business services. Consequently, Korean ODA works should be focused on direct assistance to cope with the pandemic and assistance to deal with the post-pandemic, especially on economic sector. But the overall improvement on ODA system is required as well for the stable management and the better quality of ODA works.

According to the current condition chart of the covid-19 on June 16th, the number of the infected is increasing continuously, especially in the European and American continent. It is ironic that the US and European countries, which have been regarded as the leaders in the international society, show their disability in coping with this situation. Furthermore, the World Health Organization (WHO)- which is the most trustworthy international organization in terms of disease and health problem- has been brought down considerably due to the lack of transparency on information and its poor respond to the pandemic. While developed countries and international organizations are in gridlock, Korea, which has been assessed as one of the best models coping with covid-19 without the blocking strategy, should play a leading role on Official Development Assistance (ODA) works and try to strengthen the status of international organization for better cooperation.
