우리 나라는 1996년도 10월 11일에 OECD에 가입이 확정되었고, 1996년 12월 12일에 공식적으로 OECD의 29번째 회원국이 되었다. 우리 나라가 세계무역기구(WTO)에의 가입에 이어 OECD에 가입함으로써 우리의 농업환경은 중대한 변화를 맞게 되었다.
본 글에서는 OECD 회원국이 됨으로써 우리 나라가 따라야 되는 OECD의 농업 개혁 규범과 이에 대한 대응 방법을 다루고자 한다. OECD는 회원국에게 농업개혁 규범의 준수를 요구하는데, OECD 농업개혁 규범의 요점은 구조조정, 시장지향, 농산물 무역의 장애물 제거이다. 이는 달리 말해서 농업생산과 유통에 대한 시장왜곡조치의 철폐를 의미한다. 이제 우리 나라는 OECD의 농업개혁 규범을 준수해야 하고, 그 결과를 OECD에 보고해야 하며, OECD는 우리 나라가 보고한 내용을 검토하고 평가하게 되었다.
