오늘날 격동하는 환경변화는 정부관료제에 대하여도 일상적이고 기본적인 서비스의 공급 외에 새롭게 발생하는 문제들에 대응키 위한 창의적이고도 혁신적인 노력을 요구하고 있다.
많은 사람들은 공공행정이란 일반국민 또는 특정 수혜집단에게 서비스를 공급하는 정부관료제의 활동으로 단순하게 생각한다. 이러한 관점은 타당하나 매우 제한적이다. 공행정의 영역은 공기업을 포함한 일상적인 서비스의 제공과 공공프로그램의 관리를 위한 정부기구의 활동으로 제한하는 전통적인 관점에 더이상 머무를 수 없다.
새로운 세계질서에 의한 무역자유화 추세는 각국 정부에게 종전과는 다른 전략적 대응방안을 요구하고 있다. 규제완화와 민영화가 그 대표적 예이다. 이 개념들은 정부기능의 대부분을 민간부문에 위탁 또는 이양하는 것을 의미한다. 정부규제의 완화와 민영화는 급변하는 세계질서에 신축적으로 대응하기 위한 전략일 뿐만 아니라, 공공지출의 절감 및 민간부문의 선택과 활동의 극대화로 행정의 효율성과 민주성을 동시에 달성할 수 있는 최선의 방안으로 인식되고 있다. 이에따라 정부규제완화와 민영화를 위한 민간부문의 활성화 방안은 많은 행정학자들이 새롭게 관심을 집중하는 분야라고 할 수 있다.
