English Term Paper Inter Korean Factory Product Issue Associated with South Korea's FTA, 개성공단 제품의 대한민국 FTA 협상 이슈 및 현황

Recently the negotiation between Republic of Korea and the United States regarding Kaesong Industrial Complex (KIC) within FTA has held. KIC is a South Korean companies’ factory zone located in North Korea, managed by both South and North Korean government and the issue is whether to recognise its product as South Korean product. South Korean government asked other governments to recognise KIC goods as South Korean products when some of the countries did not want to. Currently South Korea has 9 FTAs in effect. The U.S and EU refuses to accept KIC products as South origin while other countries recognise approximately 100 items as ROK products within FTA. The main concerns from the U.S. and European Union are that KIC is not located in the South Korea, North Korea has serious human right violation, and it is a financial lifeline of North Korean military. However, in ROK government’s view, even though the KIC itself is located in outside of border, as the area is managed by both South and North Korean governments, it should not be classified as ‘foreign country’. It is important mission to ROK government, as dependent on its negotiation, the goods produced from KIC might be imposed different tariffs within its exportation. If those products are not accepted as South Korean goods, it is subject to impose high tariff as the goods from hostile country, and that might harm South Korean companies in KIC.
