Q1. What the ‘Free Lunch’ Program is and critical issues

Free lunch is providing meals to low-income students for free. Normally, it is an claim like providing free education in elementary and middle school in Korea, free lunch should be provided for students. Controversy about Seoul free lunch policy is seoul mayor Oh se-hoon suggested that selective for the underprivileged and low-income families, but Grand National Party and parents opposed to that, and they claimed full free lunch policy regardless of income level. After that debates, they need to enforce vote. In the end, after vote of resident on August 24, 2011, 33.3% turnout was not achieved, the ballot box was discarded, it meant defeat of seoul mayor Oh. After former seoul mayor Oh withdraw from the mayor of seoul, new seoul mayor won-soon Park chose full free lunch policy. Full free lunch policy is being implemented for all elementary school students from 1 November 2011.

In rural area, full free lunch by government’s enough support, but In rich area, selective free lunch program for concentrating to only poor students will be better.
The country should have the central government for covering the program’s operating cost. Government should provide a branch which can support this program to be successful by amounting about 50% of money spent for food per student. we recommend establishing the special foundation for free lunch program. It is similar to ‘Korea scholar foundation.’
