Tobin tax was suggested in 1972 by the economist James Tobin, who won the Nobel Prize in Economic Sciences in 1981. The main purpose of this tax was to impose taxes on short-term financial round-trip excursions into another currency that prevent countries' currency crisis. When Tobin suggested this tax, the economic situation was unsustained. In 1971, the Bretton Woods system was collapsed by the Nixon shock, the gold standard was ended and fixed change system was replaced by floating exchange rate system. This change caused chaos in the international transactions like exchange speculation, a short-term international capital movement. In that context, Tobin suggested a new system for international currency stability, and proposed small tax levied on every amount of foreign-exchange transaction, which is so-called the Tobin tax. He suggested using this tax to prevent speculation and to support developing countries, and think that this tax can make some space to control the domestic economy in macroeconomic sides.
