1. 사회복지실천의 지식과 이론

전문가가 되기 위해선 전문 분야의 이론과 지식체계의 구축을 기반으로 실천적 기술과 적용이 이루어져야 한다. 사회복지실천 분야의 다양성만큼이나 그 지식의 범위는 개인, 사회, 개인과 사회의 물리적·심리적·경제적·정치적 요소를 포함하고 있어야 한다. 방대한 양의 지식체계의 구축은 사회복지를 공부하는 학생들과 실천가들에게 쉽지 않은 과업이지만 지식의 체계화는 사회복지사의 활동을 전문적이며 과학적으로 이끌게 된다.

1) 지식과 이론
지식은 무엇을 아는 상태 또는 어떤 현상이나 그 현상에 대한 설명을 사실이라고 믿는 것을 의미한다. 그러나 “사실에 대한 믿음(true belief)”의 모든 것을 사회복지실천의 지식이라고 할 수는 없다. 왜냐하면 사회과학의 한 분야로서 사회복지에서 추구하는 지식은 사실이라고 믿어지는 것이 마땅한 이유와 절차에 의해 정해져야 하기 때문이다. 즉, 지식은 일상적 지식과 과학적 지식으로 나누어 상식에 기초한 믿음인지 혹은 체계화되고 검증된 방법을 통해 형성된 것인지로 분류할 수 있다.

③ 표현할 권리: 개인은 자신의 삶과 환경과 연관된 결정에 자기 스스로가 무엇을 원하는지 참여하고 표현할 권리가 있다. 이 권리는 자기 옹호와 자신의 문제에 대해 스스로를 대표할 수 있는 권한을 의미한다.
④ 능력을 가진 존재로 자신을 인식하고 사회로부터 인식되기: 클라이언트의 역량 강화를 위해서는 개인의 능력과 능력의 한계에 대해서 인지하고 있어야 한다. 또한 능력을 강화 혹은 약화시키는 기술, 동기와 환경 간의 상호작용을 볼 수 있는 생태학적 능력에 대한 개념화가 중요하다. 역량강화는 단순히 만들어지는 것이 아니며, 특히 생태학적 능력의 부재 속에서는 출현할 수 없는 개념이다.
⑤ 힘의 이용: 긍정적 혹은 부정적 힘의 차이에 대해 규명하고, 이해할 수 있는 것이 역량강화 관점에서 중요한 이슈가 된다. 긍정적 힘이 개인과 집단을 지지하고 에너지를 부여하는 것이라면, 부정적 힘이란 개인 혹은 집단에게 갈 지지와 에너지를 절식하는 것이라 하겠다. 부정적 힘은 사회와 집단 안에서 힘의 수직 관계로 더 많은 힘을 가지고 있는 집단 혹은 사회가 그렇지 않은 집단에게 기회를 주지 않거나 그 힘의 수직관계를 계속 유지하는 데 사용된다. 역량강화는 이 두 가지 힘의 속성을 파악하고, 그것을 이용할 수 있을 때 실행될 수 있다.
