Korean government has accepted the neoliberal system since President Lee was elected in 2007. At that time most of the people thought that growth is more important than distribution. So they had just foused on the growth of the One Big Economic-Pie. Because they thought once the one big pie becomes super big, it will be divided as larger pieces to the individuals. But now, a few days ahead of parliamentary elections, people are more interested in welfare and income distribution than economic growth. In other words, the current economic policy can not be the solution of
the gap between the rich and the poor. In order to solve this problem, a new economic paradigm is definitely needed.

Thirdly, major company-based industrial structure should be reformed. To solve this problem, the government can give benefits to medium-small companies, such as reducing business tax to decrease the burden of the small company management. Increasing income tax can decrease business tax for medium-small companies. If Korea succeeds in modifying the biased industrial structure, then the one big pie can be divided into several pieces and delivered to the several parts.
