Ⅰ Reduced Utility of the elderly from poor oral health condition
The elderly`s oral health problem might be necessarily caused in aging process. If there is oral problem in aging process, first of all function of chewing will be malfunction, and then it will cause imbalance of nutrition. Also, function of pronunciation and taste would be fallen with function of chewing, therefore the utility of the elderly will be decreased.

Financial Aspects
To sustain the system, it is inevitable to render the working population to take more burdens on their social security expenditure. To secure the sufficient financial basis, additional support is necessary even the controlled price system would be adopted, so the methodology of setting appropriate additional proportion of expenditure and persuading working forces about the increment is essential point.
Clinical/Product aspects
Because of the ‘Moral laxity’, there is high possibility for the dentists to adopt low quality and cheap dentures, if the price will be fixed. Because the lower the total cost become, the more income dentist can enjoy. Also if the doctor cannot expect existing income after adopting fixed price policy, for instance, if he used to sale his service 4million won and those revenue would be reduced because of the fixed price and related policy, we cannot assure that he will give the his/her best to provide dental care services. So an additional program or system to maintain the quality and safety is required.
