I. Introduction
The capital area of Korea, including Seoul, has serious air pollution problems. Its pollution level is 70%~250% higher than other big cities in developed countries. This is evident, because half of the population, factories, and vehicles are located in 12% of the whole territory. Especially, fine dust and the nitrogen dioxide level is the worst among OECD countries (Ministry of Environment, 2004, p. 360). It is even worse than Rome and Mexico City, thus, ozone warnings are frequently announced in Seoul. The economical costs due to the air pollution are estimated as at least 10 trillion wons, or 10 billion dollars (Korea Environment Policy Evaluation Research Center, 2004, p. 5).
To improve this problem, a special law was established in 2003. Its name is Special Law for Improvement of Air Pollution in Capital Area. However, it didn’t have much effect until 2007, when the Total Amount Management to Improve Capital Area’s Air Pollution Level (TAMIAP) system was first carried out. And then, in 2010, when TAMIAP was expanded to cover more firms with more specified rules, it really started to affect firms’ behaviors.
