North Korean nuclear weapon problem has been raised since late 1980s and almost triggered the war in 1993 and 1994. At that time, this problem was solved through Agreed Framework in Geneva. In this agreement, the U.S government promised to guarantee the security for North Korea and to build light-water reactors. Years later in the October of 2002, another suspicion about nuclear weapon arose. The U.S stopped providing heavy oil to North Korea and North Korea declared to activate nuclear reactors. In 2003, North Korea declared the withdrawal from NPT(Nonproliferation Treaty) which raised tension between two countries. Finally, the U.S suggested to hold a multilateral convention and gave pressure on North Korea and North Korea accepted it. However, the U.S insisted that North Korea should give up its nuclear weapon first and then it can continue conversation, but, on the other hand, North Korea insisted on concluding a nonaggression pact first and then discussion.

Secondly, the U.S, South Korea and Japan must prepare some kind of military strategy to neutralize the North Korean nuclear weapon. However, it should not trigger arm race but it should make North Korea believe that their nuclear weapon is not useful to threaten other countries. If North Korean loses the reason for having a nuclear weapon, they would be willing to participate in the negotiation.
