After the global arena of Cold War has written down its period by champion called democracy and capitalism, the world had become more interrelated starting from politics between states to survival issues of individual. In this new paradigm, especially at the field of foreign affairs, new strategy called Official Development Assistance (ODA) had emerged between leading countries in its political and economic influence. When highlighting ODA policies of leading states, Japan, which is the second strongest economy in the world, shows its great approach than any other major economic blocs. Why Japan? What makes Japan special in ODA?

Firstly, Japan by considering historic background, ODA-based foreign affairs become significant issue. Japan as a defeated state of World War II, had declared constitution which mentions about ceasing any kinds of military aggression toward to the world. Under this ‘peace constitution’ which refers to Article 9, Japan is not allowed to posses any kind of military forces as a sovereign state, Japan is facing limits when imposing any kind of influence toward other nations with military powers. Thus, in order to achieve Japan’s own initiative inside diplomacy, ODA strategies critically emerged as main part of foreign affairs by constructing positive win-win relationship with other countries and pursuit of peace.

Secondly, Japan is currently one of the top nations at ODA operations around the globe. In 1992, Japan had ranked its first place of ODA operations with its amount. Furthermore, its granted states are not only limited to one area or continent, but it had became truly international-level assistance in order to pursue democracy, self-led development, and human security as well. Nowadays, following with Japan’s new agenda of environmental field, new ODA is also supported to various weak countries in sustainable environment infrastructure. For example, to improve deteriorating environment by curbing air and water pollution, Japan had given yen loans to China, and it had shown positive effects.

In this paper, under the consideration of significance of Japan’s ODA, will examine strategic issues in ODA matters in relation with Japan’s national interest. Basically, research will follow the questions as a guideline.



Change of strategic concern in ODA also showing the Japan`s international image-making process. Recently, as Japan emphasizing itself as a environmental-friendly state toward international society, a lot of ODA success cases are also focused on environmental sectors such countries as China, India, and so on. Contents mentioned above is also showing the Japanese method of implying own soft power toward the globe.
3. Resource Review and Research Methodology
This research will be based on archival research from Japan and global opinions and facts toward Japan`s ODA policy. Most of materials are from MOFA and JICA for the fact and economic model analysis which
