『조선출판경찰월보』 출판검열 통계표에 드러난 출판 시장의 변동과 통제 양상 (Patterns of Change and Control in the Publishing Marketas Revealed in Statistical Tables on Publication Censorshipin the Joseon Chulpan Gyeongchal Wolbo)

초록

일제강점기 제국 일본에 의한 식민지 조선의 언론 및 출판 검열은 1926년 4월 도서과의 설치 이후 체계화되었다. 본고는 이 검열 체계화 시기의 출판 검열 문건인 『조선출판경찰월보』(1928.09-1938.12)를 대상으로 하여 검열과 통제의 양상을 구체적으로 살펴보고자 하였다. 특히 지금까지의 연구에서 충분히 다루어지지 못했던 행정처분 관련 통계표와 실제 검열 사유가 기록된 기사요지 등을 시기별로 통계화 하여 그 변모 양상과 의미를 밝히고자 하였다. 본고가 통계표를 대상으로 살펴본 결과 출판법의 적용을 받는 조선 내 조선인이 출판한 단행본들은 일제강점기 후기에도 여전히 앞 시기와 유사한 규모를 보였지만 실제로 검열 후 행정처분을 받는 비중은 크게 증가하고 있음을 확인할 수 있었다. 이에 비해 잡지류 출판 시장은 후기로 갈수록 조선 내의 비중은 현격하게 축소되고 그 빈 공간을 일본과 중국 등에서 이수입 된 것들이 차지하고 있다는 사실을 확인할 수 있었다. 본고는 이를 단지 조선의 출판 시장의 단순한 축소로만 해석하는 것이 아니라 검열 사유의 통계와 발행 지역을 추적하여 확인해본 결과 조선인 출판 및 언론인들의 적극적인 응전은 물론 조선을 탈출한 많은 이주 조선인들의 출판물들이 역유입 되는 과정에서 생겨난 결과임을 알 수 있었다. 향후 본 연구는 이를 보다 선명하게 실증하기 위하여 제국 일본과 근린 식민지 대만의 유사 검열 자료를 통하여 확인하기로 하였다.

영어초록

During the Japanese colonial era, the censorship of the media and publication in Korea by Imperial Japan was systematized after the establishment of the Publications Department in April 1926. The purpose of this study was to closely examine the patterns of censorship and control found in the Joseon Chulpan Gyeongchal Wolbo (September 1928-December 1938), which documents the censorship of publications during this period of censorship systematization. In order to shed light on the changing patterns of censorship and their significance, two aspects that have not been considered in previous studies were classified according to periods in this study: the statistical tables related to administrative actions and article summaries recording the actual reasons for censorship. Upon examining the statistical tables, this study found that books published by Koreans in Korea during the later Japanese colonial era were similar in number to those published during the earlier parts of the same era, but the proportion of books subjected to administrative action after being inspected by the censors increased by a big margin over the same period. By comparison, it was found that the share of the magazine publishing market in Korea decreased significantly in later parts of the Japanese colonial era, and that this lacuna was being filled by the magazines imported from Japan, China, and other countries. This study found that this was interpreted not just as a mere reduction in the publishing market in Korea. Upon checking the statistics on reasons for censorship and tracing the places of publication, it was found that this result was due to the active battle waged by Korean publishers and journalists in response to censorship, as well as the reverse inflow of publications made by expatriate Koreans that fled Korea. The present study suggests that similar censorship data in Imperial Japan and the neighboring colony of Taiwan during the occupation period can be used to empirically verify these findings in a future study.
