고의적 망각과 희망의 아이덴티티 -네팔 포카라 티베트 난민을 중심으로- (Willful Oblivion and Desired Identity : A Focus on Tibetan settlement in Pokhara Nepal)

초록

This paper is trying to dipict the life of the tibetan settlement Tashi Palkhiel in Pokhara Nepal by interviewing Tshering Doma, the executive of the settlement office as of April 5th 2014. Through the following qualitative interview more was understood about the Tibetan life, the social difficulties they face along with their hopes for the future. In addition, The scope of this paper will not only focus on the problems the Central Tibetan Administration(CTA) faces in exile, but attempts to understand what kind of difficulties 14 million Tibetan refugees in India, Nepal, and Bhutan encounter on a daily basis.
Since the 1959 exile of the Dalai Lama to India, a vast majority of Tibetans escaped Tibet for reasons pertaining to religious, ethnic, political and economic hardships. As a result, the Tibetan settlement was established to maintain the future of Tibetan culture, and for sustaining their fundamental life provided by aid given to them from international organizations and in cooperation with the Indian, Nepalese, and Bhutanese governments. As China’s global status increases, CTA faces a number of challenging factors. First, If refugees begin to emigrate due to the changing of China’s border policy or political situation in Tibet, CTA has limited resources to accommodate them properly. It’s very difficult to cross the border into India, Nepal, and Bhutan from Tibet; cases of unsuccessful border crossing by Tibetan refugees has resulted in them being arrested by Chinese authorities, imprisoned, and subjected to brute force and torture. Finally, Tibetan refugees have to overcome problems of legal status, residency, career, and education issues. Encountering so many of these challenges on a daily basis, justifies the need for a plan to be implemented that can ensure that the Tibetan people can maintain their own identity. Not easy to overcome cultural conflict between first generation refugees and second generation who born abroad, even different opinion on how to establish a relationship CTA with China.
Consequently, efforts to maintain the Tibetan identity remains a challenge as the Tibetan people face an uphill struggle to sustain hope amidst the constant need to endure hard times and the growing commercialization of their culture. However, In spite of these barriers, The Tibetan people still strive to preserve their identities with great hope for the future.
