This essay deals with U.S. foreign policy toward Europe during the post Cold War era, focusing on American policy of NATO enlargement. The issue on the NATO enlargement was one of the most complicating and confusing dilemmas facing U.S. government immediate after the fall of Berlin Wall and the consecutive dissolution of the Soviet Union and its communist bloc in the Eastern Europe. The sudden collapse of the communist regimes in Europe made it necessary for the United States to adjust itself to the changes; the role and realignment of NATO was of the paramount importance.
The speed and magnitude of the changes in the Eastern Europe was beyond the comprehension of both the American leaders and foreign policy experts. In addition, domestic sentiment of isolationism immediate after the end of the Cold War made the American leaders confused, reluctant, and inconsistent in dealing with European matters. In the issue of NATO enlargement, the U.S. government was riding in the passenger seat while former WARSAW nations demanding their membership in the NATO alliance, which found favorable reception in existing European NATO members. Geir Lundestad argues that the United States was an “empire by invitation” throughout the 20th century. It is not sure whether one can apply his thesis to every era or generation of the century; it is true, however, in the 1990s as suggested in U.S. policy of NATO enlargement.
