초록

냉전이 종식된 이후 강대국 국제정치의 중요성은 지속되고 있지만 냉전의 논리 속에 억압되었던 비서구 3세계 국가들의 목소리가 커져왔다. 국제정치이론의 차원에서 20세기 서구 주류이론들의 기본 전제와 개념들에 대한 총체적 비판이 진행되었고 그 중에서도 탈식민 국제정치이론의 중요성도 높아졌다. 탈식민 국제정치이론은 유럽에서 발원한 근대주권국가체제가 유럽완결적으로 형성되어 비서구로 확산된 것이 아니며 애초에 형성부터 비서구와의 조우, 식민지에 대한 침탈로 가능했다는 점을 강조한다. 근대국가는 군사국가, 경제국가일 뿐 아니라 식민지 국가이므로 서구 주류담론이 비서구를 주변화하여 진행해온 국제정치이론의 여러 측면을 비판하는 것이다.
이러한 비판은 국제정치 분과에만 국한된 것이 아니며 국제법, 역사사회학, 역사학 등 다양한 분야에서 동시적으로 진행되어 왔다. 본 비교서평은 국제법을 3세계의 시각에서 비판적으로 고찰하는 동시에 국제법의 국제정치적 기반을 분석하는 탈식민 국제법 이론을 살펴봄과 동시에 영국 국제사회학파의 유럽중심적 시각을 비판하는 탈식민 국제사회론도 고찰한다. 탈식민의 이론화과정을 통해 현재를 올바르게 분석할 필요에 관해서는 한국이 가장 선두에 있다고 해도 과언이 아니다. 한국은 구미 열강의 침탈은 물론 근대제국으로 변모한 일본의 식민지화를 경험한 국가이고, 여전히 많은 주권적 결손을 가지고 있기에 19세기 외교사에 대한 근본적 고찰이 중요하다. 본 서평은 일본 식민지화 과정을 유럽열강이면서도 미미한 이해관계 때문에 상대적으로 객관적인 시각을 남긴 프랑스 사료집을 동시에 분석하여 한국 국제정치학 이론의 향방을 모색한다.

영어초록

Since the end of the Cold War, the importance of the great powers politics has continued, but the voices of non-Western third world countries that have been suppressed under the environments of the Cold War have increased. In terms of international relations theory, the overall criticism of the basic premises and concepts of Western mainstream theories of the 20th century proceeded, and the importance of the post-colonial international political theory increased. The post-colonial theory of international politics emphasizes that many aspects of the modern sovereign state system originated in Europe were not formed exclusively in Europe and expanded to the non-West, but were formed from the process and encounter with the non-West and the colonization. Since the modern state is not only a military state and an economic state but also a colonial state, the Western mainstream discourse criticizes many aspects of the theory of international relations that the Western mainstream theories have been marginalizing.
This criticism is not limited to the discipline of International Relations, and has been conducted simultaneously in various fields such as international law, historical sociology, and history. This comparative review examines post-colonial international law theory, which critically considers international law from the perspective of the Third World countries, and analyzes the international political basis of international law, and also examines post-colonial criticism of European-centered English school of international society. It is no exaggeration to say that Korea is at the forefront when it comes to the need to correctly analyze the present through postcolonial theorizing. Korea is a country that experienced the colonization of Japan as well as the colonization of the Western powers, and it still has many shortcomings in sovereign elements. This article reviews the Korean colonial process by analyzing the archives of the French diplomats, who had had relatively objective views of European colonialism, with a view to searching for the future of Korean international relations theory.
