도잔소 프로세스에 나타난 에큐메니컬 평화운동의 특성에 관한 연구 (Reflections on the Tozanso Process as an Ecumenical Peace Movement)

본 논문은 1980년대 군부 독재와 분단 체제를 극복하기 위한 한국기독교교회협의회(NCCK)의 에큐메니컬 평화운동, 이른바 도잔소 프로세스의 역사적 의미와 신학적 실천을 고찰한다. 도잔소 협의회는 단일 사건이 아니라 회개와 연대, 실천을 기반으로 하는 평화신학의 장기적 여정이었다. 국제 사회와 협력을 통해 동북아에서 평화를 위한 다자간 민간 협력의 프레임을 만들어냈다. 이 글은 도잔소 프로세스가 내포한 세 가지 특성, 곧 시공간적 응답성, 정의와 평화를 위한 신학의 실천적 전환, 그리고 WCC, CCA, NCCK 및 관련 국가의 교회 협의회가 만들어낸 국제 연대성(transnational solidarity)을 중심으로 분석한다. 그러나 오늘날의 상황은 도잔소가 출발했던 당시와는 크게 달라졌다. 북한은 2023년 말, 남북 관계를 더 이상 동족이나 민족의 관계로 보지 않고, ‘적대적 두 국가 관계’로 규정하며 기존의 모든 합의를 사실상 무효화하였다. 북의 입장 표명대로라면 지난 수십 년에 걸쳐 어렵게 성취해 온 남북 간 교류와 협력은 모두 중단된 것이다. 이러한 구조적 변화 속에서 도잔소 프로세스가 가능했던 결정적 조건들-시대적 성찰과 참회, 정의와 평화를 향한 신학적 모색, 그리고 에큐메니컬 평화 네트워크를 통한 연대성-은 다시금 주목할 필요가 있다. 이러한 조건들은 단지 과거의 유산이 아니라, 새로운 평화 프로세스를 재구성하는 데 필요한 현재적 자원이다. 도잔소 프로세스는 국가가 독점해 온 평화와 통일이라는 과제를 시민사회의 영역으로 끌어낸 신학적 실천의 여정이기도 했다. 도잔소 프로세스라는 에큐메니컬 평화운동이 만들어낸 정치적 공간과 실천적 상상력은 여전히 유효하며, 여기에 더해 21세기형 사고와 성찰 그리고 신학적 실천이 필요하다는 사실을 이 글은 강조하고 있다.

This paper explores the historical significance and theological praxis of the “Tozanso Process,” an ecumenical peace initiative led by the National Council of Churches in Korea (NCCK) during the 1980s, as a response to military dictatorship and the Korean peninsula’s division system. The Tozanso meeting was not a singular event but rather a sustained theological journey grounded in repentance, solidarity, and praxis. While impossible to initiate domestically alone, the process succeeded through international cooperation and the creation of a civilian framework for multilateral peace in East Asia.
The analysis focuses on three defining characteristics of the Tozanso Process: 1) its responsiveness to historical and geopolitical contexts; 2) its transformation of theology into a praxis for justice and peace; and 3) the formation of international ecumenical solidarity through collaboration among the WCC, CCA, NCCK, and national church councils across East Asia. However, the conditions under which the Tozanso Process began have dramatically changed. In late 2023, North Korea declared that inter-Korean relations were no longer those of one people or nation, but of “two hostile states,” thereby nullifying decades of agreements and exchanges. This marked a structural rupture and ushered in a new phase of inter-Korean relations.
As a result, the Tozanso Process has either been suspended or now demands fundamental reorientation. Nevertheless, the key enabling conditions that once made the process possible-historical reflection and confession, theological pursuit of justice and peace, ecumenical alternatives to statist logic, and trust-building through transnational ecumenical networks-remain vital and relevant today. These are not merely historical legacies but essential resources for reconstructing new peace initiatives. The Tozanso Process was a theological praxis that repositioned peace and reunification as tasks of civil society rather than the state. This paper argues that the political space and imaginative praxis forged by the Tozanso Process remain crucial, while also requiring renewed theological and civic responses for the twenty-first century.
