초록

Since the liberation, members of the Korean historical society have continued their efforts to purge all historical studies of certain remnants from the colonial days. In the process, imperialist invasion of the Korean peninsula, and the foundation of a nationalist state became the two topics that collected most of the scholars’ attention and devotion. Historical studies of Korean modern days maintained a perspective viewing those days and the Joseon government’s diplomatic policies through two concepts : ‘invasion’ and ‘resistance.’ In 2015, after 70 years have passed since the liberation of 1945, scholars are starting to examine those days from the perspectives of the people who actually lived the time. Previous studies concentrated upon examining the actions of the Joseon government, which supposedly tried to resist imperialist invasions and endeavored to maintain its own independence. These studies even expanded their examination to East Asian politics and diplomacy in general, trying to break free from the old perspective, viewing this period with the only two key words mentioned above, invasion and resistance. Yet the inside of Joseon, the actual process in which a policy would have been devised and employed, never garnered the attention it deserved. As a result, the changes that occurred in the Joseon government’s diplomatic policies in the 1880s were never fully examined. It was always assumed that the Joseon government was playing the defense all the time, and all policies of Joseon was a product of such passive stance. The reforms which were in progress since the early 1880s were never fully appreciated.
So in this article, the direction of such reforms, which continued up until 1894, is examined. Added to that is an analysis of the Joseon government’s diplomatic policy, of how it diverged, and how it all came together. Hopefully a correlation between domestic politics and diplomatic initiatives in the late 1880s could be determined and suggested.
