‘안동국제탈춤페스티벌’의 전개과정과 지역사회 －‘지역 활성화’의 문제를 중심으로－ (The Process of Development of ‘Andong Mask Dance Festival’ and Local Society －Focus on the matter of ‘local vitalization’－)

초록

안동국제탈춤페스티벌은 지역 정체성의 강화와 지역 활성화를 목적으로, 탈춤이라는 주제 속에서 1997년 처음 창출된 축제이다. 1회 축제는 지역 외부 유명기획사와 안동시를 중심으로 하는지역사회의 협력을 통해 성공적으로 치러 낼 수 있었다. 2회 때부터는 지역의 전문가들이 축제의기획과 실행에 주도적인 역할을 맡는 방향으로 변화되었다. 이러한 주도세력의 변화는 축제의 기획과 실행에 있어서 지역의 정서를 반영하고, 지역 문화예술인의 참여 촉진, 그리고 축제관련 산업 등의 발전계기가 되었다. 2006년 이 축제의 운영조직은 임의단체에서 재단법인으로 바뀌게 되었다. 운영조직의 재단법인화는 기존 안동시 주도의 축제에서 ‘민주도형’ 축제로의 방향성을 엿볼수 있다. 운영조직의 재단법인화를 통해 민간의 전문가가 보다 독립적이고, 주도적인 역할을 안정적으로 수행해나갈 수 있게 된 하나의 계기가 마련되었다.
한편 안동국제탈춤페스티벌은 시작 당시부터 ‘지역 활성화’를 염두에 두고 기획․실행되었으며, 실제로 지역경제에 미치는 파급효과가 적지 않아 보인다. 이 축제가 성장해 나가는 과정에서지역정치인, 학자, 언론 등과 같은 주체들에 의해서 지역 활성화의 문제가 끊임없이 부각되고 있음을 확인할 수 있다. 이 축제에 다양한 목적과 수준에서 참여하는 개인이나 집단들에게 ‘지역 활성화’ 담론은 어느 정도 공유되는 지점에 있었다. 물론 지역 활성화를 실제로 실천하고, 해석하는과정은 참여하는 집단들이나 개인마다 다양하게 나타나고 있다. 지역사회에서 안동국제탈춤페스티벌의 위상과 의미는 축제에 참여하는 다양한 집단들이 상호작용하는 지점에 위치한다고 할 수있다.

영어초록

Andong Mask Dance Festival was created with the theme of mask dance for the purpose of vitalizing the region and also enhancing regional identity in 1997. The 1st festival successfully ended through the cooperation of prominent agencies outside the region for planning, Andong city, and also local culture & arts groups.
From the second festival, however, it went through some changes to experts of the region playing initiative roles in planning and holding the festival. This change of leading influence gave them a chance to reflect local emotion in planning and holding the festival, facilitate participation of the culture & arts people in that region, and also develop festival-related industry.
And in 2006, the organization the festival was changed from a voluntary association to ‘an incorporated foundation’. From the fact that the operating organization was turned into an incorporated foundation, we can see the directivity of it changed from the previous Andong-initiated festival to ‘citizens-initiated’ festival. In the area of planning and holding the festival, it is still true that the region’s politics and administration have crucial roles and exert tremendous influence. However, it seems obvious that the operating organization changed to ‘an incorporated foundation’ has given a great chance for the civil experts to play more independent as well as initiative roles stably.
In the meantime, from the beginning, the ‘mask dance festival’ was intended for positive ‘formation of regional identity’ or ‘local vitalization’ as one of the representative festivals in Andong. And in the process of the festival’s development, the matter of ‘local vitalization’ has been repeatedly pointed out by the main agents like politicians, scholars, or the press. Also, in the creation and growth process of the mask dance festival, the matter of ‘local vitalization’ was suggested as the nuclear topic, and it was at the point where the individuals or groups participating in the festival with different purposes and in different degrees shared it to some extent. Of course, the process to actually practice and interpret ‘local vitalization’ may differ by individuals or groups participating. It can be said that the status and meaning of the festival in the community lie in the place where diverse groups participating in the festival interact with one another.
