총동원 체제하 조선총독부의 군사원호 정책 (The Military Support Policy of the Government -General of Korea under the Total Mobilization System)

초록

본 연구는 총동원체제하 조선총독부의 군사원호 정책의 역할과 특징을 군사원호 총괄 단체인 조선군사후원연맹(1937~1941)과 은사재단 군인원호회 조선본부(1941~1945)의 설립 배경 및 군사원호 활동을 통해 고찰하는 것을 목적으로 한다. 또한, 조선총독부의 군사원호 정책의 실태를 육군 특별 지원병과 군청 직원, 부면장의 구술 기록을 통해 살펴보고자 한다.
일본은 1937년 7월 중일전쟁을 계기로 본격적인 침략 전쟁을 수행하기 시작하며 이후 1941년 태평양 전쟁으로 전선을 확대했다. 이처럼 지속적인 전쟁을 이어가기 위해서는 정부와 군의 노력에서 그치는 것이 아닌 후방 국민의 전쟁에 대한 이해와 적극적인 협력이 필요했다. 이에 조선총독부는 식민지 조선의 전쟁 협력을 도모하고자 총독부 내무국 사회과에 군사원호 총괄 단체인 조선군사후원연맹과 은사재단 군인원호회 조선본부를 설치했다.
조선군사후원연맹과 은사재단 군인원호회 조선본부는 현역・상이군인과 그(유)가족을 대상으로 다양한 군사원호 사업을 전개했다. 조선군사후원연맹은 출정・응소군인에 대한 현지 위문과 송영 및 접대에 많은 예산을 투입하였으며, 은사재단 군인원호회 조선본부는 주로 전몰자 유아를 대상으로 여러 가지 사업을 진행하였다. 그중에서도 유아 육영(遺児育英)이라는 명목 아래 전몰자 유아 야스쿠니 신사 참배를 실시하여, 이들을 훌륭한 일본인・제국 군인으로 양성하고자 했다. 이처럼 조선총독부와 군사원호 총괄 단체는 군인과 그 (유)가족에게 성대한 원호 사업을 실시함으로써 조선인도 일본인과 동일한 대우 및 보상을 받을 수 있다는 점을 대대적으로 선전했다. 이에 본 연구는 조선총독부의 군사원호 정책이 육군특별지원병의 지원을 종용 및 독려하기 위한 수단으로서 활용되었음을 고찰하고자 한다.

This study aims to examine the role and characteristics of the military support policy under the total mobilization system by analyzing the establishment background and military support activities of the Chosun Military Support Federation(1937–1941) and Chosun Headquarters of the Eunsa Foundation(1941–1945), the main organizations overseeing military support. Additionally, the study seeks to explore the actual conditions of military support in Chosun through oral records from soldiers who served in the Special Army Support Corps and those who were former district heads.
Japan began its full-scale invasion war following the outbreak of the Second Sino-Japanese War in July 1937, later expanding the front with the Pacific War in 1941. To sustain such ongoing wars, efforts from the government and military were not sufficient; it required the understanding and active cooperation of the rear-line civilians. To promote collaboration from the colonial Koreans, the Government-General of Korea established the Chosun Military Support Federation and the Chosun Headquarters of the Eunsa Foundation under the Social Division of the Ministry of Internal Affairs.
The Chosun Military Support Federation and the Chosun Headquarters of the Eunsa Foundation carried out various military support activities targeting active-duty soldiers, wounded soldiers, and their families. Among these, the Chosun　Military Support Federation allocated a significant budget to local visits, farewells, and receptions for soldiers departing for battle or returning. The Chosun Headquarters of the Eunsa Foundation’s Chosun branch primarily focused on orphaned children of the fallen, conducting several projects under the guise of 　nurturing the children of the fallen, including visits to the Yasukuni Shrine to raise these children as exemplary Japanese citizens and imperial soldiers. In this way, the Government-General of Korea and the central organizations carried out elaborate support projects for soldiers and their families, widely promoting the idea that Koreans would receive the same treatment and compensation as the Japanese. This study seeks to examine through oral records how the military support policy of the Government-General of Korea was used as a means to encourage and promote enlistment in the Special Army Support Corps.
