성매매집결지 해체와 자활지원조례 형성 과정을 둘러싼 성매매 여성혐오 연구: 전주시 선미촌을 중심으로 (A Study on Misogyny Against Women in Prostitution over the Process of Dismantling Prostitution District and The Establishing Ordinance for Self-Reliance Support: Focusing on Seonmi-chon in Jeonju)

초록

본 연구는 전국 최초로 강제 폐쇄가 아닌 도시재생 방식으로 집결지 폐쇄를 이룬 전주시의 사례를 중심으로 성매매 여성의 삶의 권리를 탐색하고자 한다. 그리고 성매매 피해 여성 자활지원조례 시행 과정에서 나타나는 여성혐오의 사회적 맥락을 검토하며, 그러한 혐오 담론이 어떻게 재생산되는지를 비판적으로 분석한다. 이를 위해 선미촌 집결지 폐쇄와 관련된 이해관계자 12명을 대상으로 질적 사례 연구를 진행했다.
연구 결과 첫째, 지역사회 내에서 성매매집결지 폐쇄 정책에 대한 공감대는 형성되었으나, 성매매 여성들에 대한 자활지원정책에 대한 찬반 논쟁으로 이어졌다. 이 과정에서 여성들을 사치스러운 허영심 많은 소비자로 혐오하며 ‘행정 낭비’ 담론이 확산되었다. 둘째, 성매매 여성들은 진정한 사회적 약자가 아니라는 복지 수혜 자격 논쟁이 부각되며, 세금을 납부하는 ‘정상적’ 시민들과 구분 짓는 배제와 낙인이 강화되었다. 셋째, 성매매 여성들에 대한 혐오는 도시 일상 공간에서 지역 낙인으로 확산했다. 도심 내 혐오시설 개선의 필요성을 이유로 ‘민간개발’ 담론이 집결지 폐쇄의 당위성으로 활용되면서 성매매 문제는 탈젠더화되었다. 이는 여성들의 삶을 비가시화하고 착취적인 성매매의 역사는 은폐되었다. 넷째, 성매매 업주들은 집결지 폐쇄 과정에서 강제 철거 반대와 세입자 보상 요구를 통해 최대한 불법 이익을 얻고자 여성들의 생존권 논리를 내세우며 여성들에 대한 혐오와 배제를 더욱 강화했다. 본 연구는 성매매 문제 해결 있어 개인의 선택과 책임 담론을 넘어 성매매 알선 카르텔을 가시화하고, 여성들이 성매매를 하지 않고도 삶을 영위할 수 있는 사회문화적 자원의 재분배를 제안한다.

영어초록

This study aims to investigate the rights of women in prostitution to survive, focusing on the case of Jeonju, which achieved the dismantling of a brothel village through an urban renovation rather than forced closure for the first time in Korea. To this end, the social context of misogyny occurring in the course of implementing self-reliance support for sexually exploited women was examined, and how such hatred discourse is regenerated was critically analyzed. Thus, this study conducted a qualitative case study targeting 12 stakeholders involved in dismantling Seonmi-village, or brothels. The results of the study are as follows. First, although consensus for the dismantling of the prostitution village was formed among the local community, it led to a debate for and against the support for self-reliance of women in prostitution. In this course, a discourse of misogyny that assumes women in prostitution are vain and extravagant consumers and that providing public support is a waste of administrative effort. Second, as the argument on eligibility for receiving welfare has been kindled based on the premise that women in prostitution are not “truly” socially disadvantaged, the stigma that separates them from ‘normal’ tax-paying citizens and exclusion against them were reinforced. Third, the hatred toward women in prostitution has spread from everyday urban spaces to stigmatization of specific local areas. The discourse over a ‘private development project’ was exploited to justify the dismantling of the brothel village due to the need to reform unpleasant facilities within the urban center, which resulted in the degeneration of prostitution. This made women's lives invisible and the history of exploitative prostitution hidden. Fourth, during the process of dismantling the village, the brothel runners put forth the rights of women to survive in order to maximize the illegal profits by opposing forced demolition and demanding compensation for tenants, which altogether reinforced the hatred and exclusion of women in prostitution. This study went beyond the discourse of individual choice and responsibility, visualized the sex industry brokerage cartel in resolving prostitution issues, and suggested the redistribution of sociocultural resources so that women can lead a life without returning to prostitution.
