초록

대한민국 임시정부는 수립 직후부터 제도 마련을 통해 경찰조직을 구성하고자 했다. 그 결과 임시정부 청사가 있는 중국 상하이에 경무국이 설치되었다. 이윽고 임시지방연통제 시행과 함께 국내에서의 지방행정기관 설치가 본격화되었고국내에서 警務司·警監이라는 직명을 통해 임명되었다. 연통부 직제 내 편성되어지방행정기관의 청사를 보호하고 국내 요원들을 보호하며 국내활동에 대한 활동을 안전하게 수행할 수 있는 환경을 조성하기 위해서 운영되었다는 것을 확인할 수 있다.
연통부 내 경찰 조직은 道 단위에는 독판부 내 경무사를 설치하여 산하에 기밀과 경호과를 두었고, 府 및 郡 단위에는 부서 또는 군청 내 경무과를 설치하였다.
경찰 기능은 내무부 소관 업무로, 중앙경찰인 경무국처럼 지방경찰인 경무사, 경무과 모두 내무부 산하에 설치되어 내무총장의 지휘를 받았다. 임시정부 지방경찰관은 警務司長과 警監이라 불렸는데, 대체로 1920년 9-10월경에 집중적으로 임명되었다. 이는 경무사장과 경감이 임시정부 지방행정기관에 소속된 직원이었기 때문에, 연통부의 구축 시점과 맞물려 임명된 결과이다.
1921년 말부터 1922년에 이르게 되면 연통부는 일제에 의해 거의 파괴되기에 이른다. 임시정부가 초기 구상하고 실행한 지방자치제도는 더 이상 지속하기 어려웠고 지방경찰 역시 더 이상 임명되고 활동하지 못하였다. 그러나 당시 조선총독부는 보통경찰제를 시행하면서 1부·1군 1경찰서, 1면 1주재소를 원칙으로 전국경찰기관을 확대하였는데, 임시정부의 지방 경찰 설치 계획 역시 도·부·군 마다해당 지방행정기관(연통부) 내 편제하는 것을 계획하였다. 비록 실제로 실현되기어려웠지만 일제의 국내 행정구역 재편과 지방자치제도의 개편, 보통경찰제를 통한 경찰제도 변화 등 식민통치에 대항하여 임시정부식 제도를 계획한 노력을 엿볼 수 있다.

영어초록

Immediately after its establishment, the Provisional Government of the Republic of Korea tried to form a police organization by preparing a system. As a result, the Police Bureau was established in Shanghai, China, where the Provisional Government Building is located. Eventually, along with the implementation of Yeontong system, the establishment of local administrative agencies in Korea began in earnest, and they were appointed under the titles of gyeongmusajang(警務司長) and gyeong-gam(警監). It can be confirmed that it was organized within the communication department system and was operated to protect the office buildings of local administrative agencies, protect domestic personnel, and create an environment in which domestic activities can be performed safely.
The police organization within the Yeontongbu department installed a police officer in the reading department at the provincial level, and had secret and security departments under it. The police function is under the jurisdiction of the Ministry of Home Affairs, and just like the Central Police, the Police Department, the local police officers and the Police Department were all established under the Ministry of Home Affairs and under the direction of the Minister of Home Affairs. Provisional government provincial police officers were appointed intensively around September-October 1920. This is the result of appointing the police officer and inspector at the same time as the establishment of the communication department, since they were employees belonging to local administrative agencies of the provisional government.
From the end of 1921 to 1922, the communication department was almost destroyed by the Japanese. The local autonomy system initially conceived and implemented by the Provisional Government was no longer sustainable, and the local police were no longer appointed and no longer active.
However, at that time, the Government-General of Joseon implemented the ordinary police system and expanded police agencies across the country based on the principle of 1 police station in 1 division, 1 district, and 1 post office in 1 town. (Communication Department) I planned to organize my organization. Although it was difficult to realize in practice, it is possible to see the efforts of the Japanese imperial government to plan the provisional government system against the colonial rule, such as the reorganization of domestic administrative districts, the reorganization of the local autonomy system, and the change of the police system through the ordinary police system.
