초록

본 논문은 6~7세기 초 전공포상, 新羅 賞賜署 관련 기록을 통해 신라 전공포상제도의 제도화 과정과 그 속에 담긴 왕들의 정치적 의도를 살펴보았다. 신라의 전공포상 관련 기록은 1~3세기에 단편적으로 등장하는데 관등 수여가 중심이었다. 비슷한 시기 高句麗百濟의 전공 포상 방식은 경제적 혜택을 중심으로 뒀다는 점에서 차이를 보인다. 차이의 원인은 당시 신라의 관등이 독립적인 세력을 지닌 자들의 지위를 보장했고, 따라서 관등 수여는 경제적 혜택도 수반했기 때문이었다. 眞興王代에 전공포상과 관련한 기록들이 『三國史記』와 금석문 등에 나타난다. 해당 사례들을 통해 진흥왕이 피정복지 지방민들을 신라의 체제에 융화시키기 위해 전공포상을 활용했음을 확인할 수 있다. 또한 다양한 사례들을 포상하기 위해 전공포상에 대한 국법을 확대해 나갔는데 이는 향후 전공포상을 제도화할 수 있는 시발점을 마련해주었다.
眞平王代에는 전투에서 패배해 전사한 인물들에게 관등 추증 사례와 전공포상 업무를 담당했던 상사서에 대한 기록들을 확인할 수 있다. 진평왕은 지휘관급 인물들에 대한 전사자 추증을 직접 지시하여 국경 근처에 대한 통치력 확보와 군사들의 사기 확보를 유도하였다. 이러한 과정에서 행정적 문제들이 발생했고 이는 상사서의 설치로 이어졌다. 상사서의 설치를 통해 다양한 포상 사례들을 효율적으로 처리할 수 있게 되었고 이는 신라 전공포상이 점점 제도화됨을 의미한다. 상사서는 진평왕의 관부 정비 과정에서 함께 설치되었는데, 관부 정비의 목적은 효율적인 통치 체제 구성, 군사권 확보를 통한 진평왕의 왕권 강화였다.
善德王, 眞德王代 전공포상 기록을 살펴보면 지방민 전공포상제도의 변화, 전공포상 기록의 상세화, 차등포상 기록의 등장을 확인할 수 있다. 이러한 모습들을 통해 신라의 전공포상의 제도가 갖추어져 다양한 포상 사례 처리, 관련 기록 관리, 포상 기준 체계화가 이루어졌음을 알 수 있다. 또한 상사서를 포함한 전공포상 관련 기록들이 진덕왕代에 정비됨을 확인할 수 있다. 당시 관부 정비는 지나치게 업무가 집중되거나 권력이 과도화된 관부들을 정비하고 일률적인 관직 체계를 완성하였다. 전공포상 관부들도 이러한 목적에 따라 정비되었다.

This paper examines the institutionalization process of Silla's military reward system and the political intentions of the kings in the 6th and 7th centuries through records related to the military reward award and Silla's Sangsaseo. The records related to Silla's military arraignment first appeared in fragments from the 1st to 3rd centuries. During this period, Silla's military awards were centered on awarding government lanterns, which differ in that the methods of awarding Goguryeo and Baekje majors during the same period focused on economic benefits. The reason for the difference was that Silla's government officials at the time guaranteed the status of those with independent powers, and thus the award of government officials also involved economic benefits.
During the reign of King Jinheung, records related to the military award appeared in the 『三國史記』 and Geumseokmun. Through these cases, it was confirmed that King Jinheung used the military reward to integrate local residents of Pijung Welfare under the Silla regime. In addition, the government expanded the national law on major rewards to reward various cases, providing a starting point for institutionalizing military awards in the future.
Next, we looked at the case of the military reward of King Jinpyeong and the records of Sangsaseo, who was in charge of the military reward work. There are only cases of awarding official lanterns to those killed in battle in Jinpyeong Royal University. King Jinpyeong personally ordered the award of military officers to be given to the commander-level figures. This encouraged the government to secure control and morale of the soldiers near the border. Administrative problems arose in this process, which led to the installation of Sangsaseo. Through the installation of Sansaseo, various reward cases were efficiently handled, meaning that Silla's military awards were gradually institutionalized. Sangsaseo was established together during King Jinpyeong's government office maintenance. The purpose of the government office maintenance was to strengthen King Jinpyeong's power by establishing an efficient government system and securing military authority.
If you look at the records of King Seondeok and King Jindeok's military awards, you can see the changes in the military reward system, details of the military reward, and differential reward records. From these images, it can be seen that Silla's military reward system was established to handle various reward cases, manage related records, and systematize reward standards. In addition, it can be confirmed that records related to military awards, including Sangsaseo, will be maintained during the reign of King Jindeok. At that time, the government maintenance reorganized government departments that were overly focused on work or excessive power and completed a uniform government office system. Officials involved in the military awards were also reorganized for this purpose.
