The origins of the ruling groups in the early Goryeo Dynasty were diverse, and the plurality of these groups was also evident in those who received the Sijeongjeonsigwa(始定田柴科). The fact that the bureaucratic group was divided into Munban(文班: Civil servant), Muban(武班: Military official), and Jab-eob(雜業), shows the situation in which they could not be distinguished in a unified system. Jab-eob(雜業) includes Jeonjung(殿中), Sacheon(司天), Sangseon(尙膳), etc.
Jeonjung(殿中) was established at least during the reign of King Gwangjong, and was responsible for royal finances and serving the king. Sacheon(司天) was established before the reign of King Hyejong, and its role was to display the authority of the king who had received orders from heaven or to serve the king by his side. Sangseon(尙膳) were responsible for supplying food to the king. Among Jab-eob(雜業), especially Jeonjung(殿中) and Sacheon(司天) were in charge of important tasks as close associates of the king.
In this respect, Jeonjung(殿中) and Sacheon(司天) were by no means ‘miscellaneous’ government positions, nor were they much inferior to Munban(文班) and Muban(武班). In the early Goryeo Dynasty, the status of Jab-eob(雜業) in the ruling group was not low. The reason why some of the officials were classified as Jab-eob(雜業) was because the officials who served as the king’s closest associates could not yet be clearly determined as Munban(文班) or Muban(武班). Therefore, Jab-eob(雜業) of Sijeongjeonsigwa(始定田柴科) shows the pluralism of the ruling group in the early Goryeo Dynasty. In addition, it is an important clue to contextually understand the process of the bureaucratic system being reorganized centered on the Yangban(兩班) of Munban(文班) and Muban(武班).
