초고령화(超高齡化) 시대를 대비한 농촌지역 노인목회 연구 (A Study on the Direction of the Elderly Pastoral Ministry in Rural Area for the Age of Super-Aging)

초록

한국사회가 고령화(高齡化) 사회에서 초고령화(超高齡化)시대로의 진입을 앞두고 농촌지역 한국교회는 노인층 사역모델과 초고령화 노인목회(老人牧會)방향성에 대한 심각한 위기를 겪고 있다. 더욱이 2020년에는 코로나19로 인해 사회적인 격리와 통제가 이루어지면서 일반교회는 비대면 예배로의 전환이 이루어지지만 농촌교회는 비대면 예배가 전혀 이루어지지 않는 등 교회의 고충은 더 커지고 있다. 최근 연구에 의하면 우리나라는 2017년 고령사회에 이미 진입했고, 2026년에는 초고령사회로 진입할 전망이다. 이러한 사회적 변화에 따라 농촌지역에 위치한 교회는 노인인구의 급속한 증가와 빠르게 변화되는 사회적 변화와 문제를 인식하여 대비하며 농촌지역 사역의 한계를 극복할 수 있어야 할 것이다. 우리나라는 노인 빈곤율, 노인자살률이 세계 1위이다. 2009년 OECD 통계자료에 의하면, 한국의 노인 빈곤율은 세계 1위이다. 구체적으로 중위소득 미만에 속하는 노인인구 비율은 한국사회 전체의 45%인데, 이 자료는 동일한 통계자료로 보면, 일본이 22%, 그리스가 23%, 미국이 24%, 아일랜드가 31%를 넘어서는 수치를 보여주며, 2011년 OECD 통계자료에서는 한국의 노인 빈곤율은 회원국 가운데 1위(45.1%)로 2위의 멕시코(28.0%)에 비교해 약 1.5배에 이르는 수치를 보이고 있다. 2016년 우리나라 통계청이 발표한 2015년 사망원인 통계에서도 한국의 노인자살률은 빈곤율과 함께 세계 1위이다. 이는 대부분의 연령대에서 자살이 감소하는 추세를 보였지만, 오히려 노인의 자살은 더 늘었다. 70대의 자살 사망자는 8.5%, 80대는 6.4%로 증가하였다. 이러한 한국 노인자살률은 OECD 국가 간 자살률의 평균 12.0명과 비교해보면, 2015년 기준 한국은 25.8명으로 가장 높은 수준에 여전히 자리 잡고 있다. 따라서 본 연구는 우선, 시대 현실을 이해하기 위해 노인과 초고령화 시대, 실버세대와 농촌교회의 문제에 대해서 고찰하고 우리의 상황과 현실 속에서 그 적용점을 찾고자 한다. 또한 초고령화 시대에 알고 있어야 할 목회 이해와 필요성을 재설정하고, 농촌교회가 당면한 과제에 대해 새로운 방향성을 찾을 수 있는 사례연구를 통하여 한국의 노인 농촌교회 현장에서 초고령화 시대에 맞는 목회 모델을 제시한다.

As Korean society is about to enter the age of super-aged society, it is facing a serious crisis in the direction of the elderly ministry model for Korean churches in rural areas and the ultra-aged elderly pastoral society. Moreover, in 2020, as social isolation and control were achieved due to Corona 19, the church's hardships are growing in the transition to non-face-to-face worship. According to a recent study, Korea has already entered an aged society in 2017, and is expected to enter a super-aged society in 2026. As a result of these social changes, the elderly population should increase rapidly, and churches located in rural areas should be able to recognize and prepare for rapidly changing social changes and problems, and overcome the limitations of rural affairs. This is the model and direction of the pastoral ministry in a super-aged society. In the world, Korea has the world's No. 1 poverty rate for the elderly and suicide rate for the elderly. According to the 2009 OECD statistics, Korea's poverty rate among senior citizens is the world's No. 1. Specifically, the proportion of elderly people in poverty in Korean society is 45%, which exceeds 22% in Japan, 23% in Greece, 24% in the United States and 31% in Ireland (OECD 2009 statistics). According to OECD statistics in 2011, Korea's poverty rate among senior citizens ranked first (45.1%), followed by Mexico (28.0 percent) and Australia (26.9%). According to the "2015 Statistics on the Cause of Death" released by the National Statistical Office of Korea in 2016, South Korea's suicide rate among senior citizens is the world's No. 1 along with the poverty rate. Suicide has decreased in most age groups, but suicide in older people has increased. Suicide deaths in their 70s increased to 8.5 percent and 6.4 percent in their 80s. Compared with the average suicide rate among OECD countries of 12.0, Korea is still the highest at 25.8 as of 2015. The death toll from suicide totaled 13,513 in 2015, down 323 (2.3%) from the previous year, and the average daily death toll was 37. However, compared to 10 years ago, the number increased by 1.8 (7.5%) and decreased by 0.7 (-2.7%) compared to a year earlier. Therefore, in order to understand the reality of our time, this study investigated the problems of the elderly, the age of super-aging, the silver generation, and rural churches, and considered the application points in our situation and reality. In the age of super-aging, we need to know about the direction of re-establishing the understanding and necessity of pastoral ministry and ensuring that rural churches can be faithful to their role to move forward in a new direction. In the field, I would like to present a model of ministry that fits the age of super-aging.
