청소년 방과후돌봄 운영 공간의 시설·설비 기준 개선 방안 연구 (A Study on Improvements for the Standards of Youth After-School-Care Facilities & Equipment)

초록

본 연구의 목적은 교육부의 초등돌봄교실, 보건복지부의 지역아동센터, 그리고 여성가족부가 운영하고 있는 청소년방과후아카데미 사업의 시설․설비 기준을 살펴보고 개선 방안을 모색하는 것에 있다. 3개 방과후돌봄 사업의 시설․설비와 관련한 기준은 관련 법에서부터 운영지침에 이르기까지 다양한 수준에서 관리되고 있다. 그러나 3개 돌봄 사업이 운영되고 있는 기관의 성격과 규모에 따라 일부 시설․설비 기준이 모호하거나 누락되어 이용 청소년에게 제공되는 서비스 질이 약화될 수 있다는 우려가 제기된다. 본 연구를 통하여 제시한 주요 개선 내용을 정리하면 다음과 같다. 첫째, 방과후돌봄 이용 청소년이 유해업소로부터 안전하게 보호받도록 하는 규정과 함께 주거지와의 접근성, 대중교통 편이성 등과 관련한 입지조건이 강화되어야 한다. 둘째, 초등돌봄교실과 청소년방과후아카데미 운영 기관은 청소년 1인당 전용면적 규정을 마련해야 한다. 셋째, 방과후돌봄 사업에 절대적으로 필요한 사무실, 집단활동실, 휴게실 등에 관한 전용면적 규정을 마련해야 한다. 넷째, 방과후돌봄 사업을 운영하는 모든 시설은 사무실(지도자실), 상담실, 휴게실의 설치를 의무화해야 한다. 다섯째, 3개 방과후돌봄 사업 운영에 공통적으로 적용할 수 있는 시설․설비 기준을 개발해야 한다. 여섯째, 안전사고 대비를 위한 3개 방과후돌봄 통합 보험상품을 개발해야 한다. 이상의 결과에 기초하여 우리나라 방과후돌봄 사업 발전을 위한 방향을 논의하였다.

영어초록

The purpose of this study was to review the standards of the current facilities and equipment for the primary care of elementary schools performed by the Ministry of Education, community child centers managed by the Ministry of Health & Welfare, and the Youth After-School Academy Project being conducted by the Ministry of Gender Equity & Family, and to seek for improvements for existing standards. The standards of facilities and equipment for the three-types of after-school care projects are managed by various levels ranging from the relevant laws to the operation guidelines. However, there is a potential concern that some standards of facilities and equipment might be vague or omitted depending on the characteristics and sizes of an organization, so the quality of services being provided to youths using such facilities could deteriorate. Improvements of standards of facilities and equipment given to the youth were as follows. First, current standards should add the regulations which safely protect the youth from any harmful shops as well as reinforce terms of such facilities' location which could be accessible to the youth by the public transportation. Second, an organization operating the primary care of elementary schools and after-school academies for the youth should set the regulations as for the place which is designed for only one adolescent. Third, an organization should set the regulations on the exclusive use of spaces such as an office, a group activity class, and a cooking room, which are absolutely essential in an after-school care project. Fourth, all the facilities operating an after-school care project should compulsorily install an office (faculty room), a counselling class, and a lounge. Fifth, it should develop standards of the facilities and equipment which should commonly be applied to 3-type after-school care projects. Sixth, it should develop some integrated insurance products of the 3-type after-school care. Based on the results, the direction for developing the Korean after-school care project was discussed.
