무예 경험 청소년의 체력 측정 시범사업 개선 정책 제언 (Policy Recommendations on a Pilot Project for Physical Fitness Measurement of Martial Arts Experienced Youth)

초록

이 연구의 목적은 무예 시범학교 학생들의 무예 활동 이후, 지속적인 무예 활동 동기부여 차원의 체력 측정 시범사업의 개선 방안을제시하는 데에 있다. 특히 이러한 정책 사업에서의 코칭의 중요성과 이를 위한 정책적 지원의 필요성을 입증하고자 하였다. 해당 체력 측정 사업은 2022년부터 2023년 연무대회 체력 인증 경연 및 2023년 충주시 관내 청소년 1,000여 명을 대상으로 무예의 특성을 가미하여 고안된 체력 측정 프로그램을 시행하고 이후 종합적인 사업 피드백 검토를 통해 지속적인 청소년 무예 활동 증진을 위한 도구로서 사업을 확대함에 보완해야 할 정책적 지원에 대한 제언을 도출하였다. 본 연구를 위해 먼저, 무예 경험 청소년의 체력 측정시범사업의 정책 방향성을 점검하고, 둘째, 해당 사업의 운영 과정을 검토하고, 셋째, 사업의 운영 성과물에 대한 활용 방안을 모색하고자 하였다. 위와 같은 과정을 통해 도출한 2024년 확대 개편된 문화체육관광부의 ‘찾아가는 청소년 무예 체력 인증 사업’의 발전을 위한 개선 방안은 다음과 같다. 첫째 사업의 청소년 대상 체력 측정 지표를 균형적 관점에서 보완해야 한다는 점이다. 청소년을대상으로 하는 프로그램이니만큼, ‘성장기 청소년의 체력 측정 요소’가 고려되었는지와 같은 부분의 보완 필요성이 제기되었다. 둘째로는 사업 운영에 있어 무예 수련자들에 편중된 인적자원의 구성에 대한 문제점이 제기되었다. 청소년 체력 측정 관련 사업이니 만큼, ‘청소년의 체력 측정’에 대한 현장경험이 있는 전문가의 참여가 있어야 현장에서의 위기관리 대응을 할 수 있다는 제언이 도출되었다. 또 체력 측정 종목이 무예 활동의 지속성을 견인하기에는 한계가 있는 형태라는 문제 또한 제기되었다. 이는 청소년들의 무예 활동에 대한 흥미와 재미 또는 연속성 있는 체력 데이터로서의 가치를 부여하는 종목 개발 방안이 필요하다는 것을 의미한다. 세번째로서는 더 많은 학교 현장에서 무예를 경험한 청소년들의 체력 측정 사업 활용을 위해서는 유사 프로그램들과의 비교 분석을 통한 프로그램의 지속성을 담보할 수 있는 요소의 보완이 필요하다는 의견이었다. 여기에는 프로그램 운영을 위한 전문 코칭의 필요성이 포함된다. 문헌고찰과 FGI를 중심으로 기 수행된 사업 자료의 검토를 위해 수행된 이 연구는 무예 경험 청소년들의 체력 측정 사업의 개선을 통해 청소년의 무예 활동 증진의 방향성을 제시하고 사업의 확장에 대한 정책적 당위성이 될 것으로 기대한다.

영어초록

The purpose of this study is to suggest an improvement plan for the physical fitness measurement pilot project to motivate students of martial arts demonstration schools to continue martial arts activities after martial arts activities. In particular, we wanted to emphasize the importance of coaching in these policy projects and the need for policy support for them. The physical fitness measurement project conducted a physical fitness certification contest for the 2022 to 2023 dance competition and a physical fitness measurement program designed for more than 1,000 youths in Chungju City in 2023 with the characteristics of martial arts. For this study, first, the policy direction of the pilot project for measuring the physical fitness of adolescents with martial arts experience was examined, second, the operation process of the project was reviewed, and third, the operation results of the project were explored.
conducted using qualitative data such as FGI and literature review and quantitative methods such as review of data indicator data, presented the direction of promoting martial arts activities among youth through program analysis and supplemented the physical fitness measurement program of youth with martial arts experience. Through the above process, the improvement plan for the development of the Ministry of Culture, Sports and Tourism's 'Youth Martial Arts Physical Fitness Certification Project', which was expanded and reorganized in 2024, is as follows. First, the physical fitness measurement indicators for adolescents in the project should be supplemented from a balanced perspective. Since the program is aimed at adolescents, there is a need to supplement the part such as whether the 'physical fitness measurement factor of growing adolescents' was taken into account. Second, there was a problem with the composition of human resources in business operations, which was biased towards martial arts practitioners. As it is a project related to the measurement of physical fitness of adolescents, it was suggested that it is possible to manage and respond to crises in the field only with the participation of experts who have experience in the field of 'measuring the physical fitness of adolescents'. In addition, it was raised as a problem that the physical fitness test of the business is a one-time form that is limited to being a continuous traction for martial arts activities. This means that there is a need for a way to develop sports that give value to youths' interest and fun in martial arts activities or as continuous physical fitness data. Thirdly, in order to utilize the physical fitness measurement project for adolescents who have experienced martial arts in more school sites, it is necessary to supplement the elements that can ensure the continuity of the program through comparative analysis with similar programs. This includes the need for professional coaching to run the program. This study, which was conducted for the purpose of reviewing the literature review and the data of the projects already carried out with a focus on FGI, is expected to suggest the direction of promoting martial arts activities among youths through the improvement of the physical fitness measurement project for adolescents with martial arts experience, and to serve as a policy justification for the expansion of the project.
