긍정적 청소년 개발 개념에 근거한 청소년 여가시설의 개선점 연구 (A Study on Improvement Points in Youth Leisure Facilities based on the Concept of Positive Youth Development)

초록

(연구배경 및 목적)청소년기는 아동에서 성인으로 이행되는 매우 중요한 시기로서 육체적 성숙 뿐 만 아니라 자아정체성이나 사회성, 가치관 등이 형성되는 매우 중요한 시기이다. 그런데 우리나라의 청소년들은 학업이나 입시위주의 교육환경으로 인해 균형 있는 성장의 기회를 충분히 가지지 못하고 있다. 청소년기의 가치관이나 도덕성, 직업역량 등의 적극적인 개발은 국가의 미래가 됨에도 불구하고 사회적으로 제공되는 청소년 개발 프로그램은 문제 중심이나 예방적 차원을 벗어나지 못하고 있다. 긍정적인 관점에서의 청소년 개발이란 청소년을 무한한 발전가능성을 가진 존재로 보고, 청소년들에게 다양한 체험이나 활동 등을 할 수 있는 기회를 제공함으로서 성인으로 성장하는데 필요한 신체적 정서적 인지적, 사회적, 시민적, 직업적 측면에서의 역량들을 발달시켜 나가는 것이다. 이러한 역량 개발은 청소년의 자발적이고 비구조적이며 지속적인 여가활동에 의하여 가능하며, 이를 위해 사회는 청소년들을 위해 안전하고, 다양하며, 지속적인 발달을 도울 수 있는 청소년 전용의 여가환경을 개발하고 제공할 필요가 있다. (연구방법)본 연구에서는 청소년의 긍정적 발달 개념에 대하여 알아보고 이러한 발달을 돕기 위한 청소년의 여가활동과 여가환경의 특성에 대한 요구를 문헌고찰을 통해 알아보았다. 또한 청소년들의 여가문화와 여가시설에 대한 선행연구를 통해 종류 및 현황, 문제점을 고찰하였다. 또한 긍정적 청소년 발달을 위해서는 생활권의 여가시설이 더욱 중요하다고 보고 생활권 여가시설의 현황과 개선점을 알아보기 위해 사례조사를 하였다. (결과)청소년 여가시설로는 청소년 활동진흥법에 근거한 수련시설과 이용시설이 있으며 위치에 따라 자연권과 생활권으로 분류할 수 있다. 청소년여가시설은 대부분 자연권에 주로 분포되어 있어 접근성이 떨어지고 시설수도 부족하다. 생활권의 여가시설인 청소년 문화의 집은 프로그램이 한정되어 있어 다양한 청소년 여가활동 욕구를 채워 줄 수가 없으며 청소년에게 인지도가 낮아 이용도가 떨어진다. 특히 장비나 공간의 크기, 수, 설비 등의 개선이 요구되고 있다. 청소년 여가시설은 접근성(생활권/자연권), 운영주체(공설/사설), 경제성(무료/유료, 상업적/비상업적), 서비스(개별형/연계형/복합형), 프로그램(일회형/지속형), 활동목적(휴식및놀이형/사회문화활동형/학습및자기계발형) 참여특성(구조적/비구조적) 등의 기준을 검토하여 다양하고도 합목적적인 제공이 이루어지도록 요구된다. (결론)청소년의 긍정적 발달을 위한 여가문화의 특성 연구가 필요하다. 청소년들의 실제적인 여가환경 요구도에 대한 심층적인 조사가 필요하며, 생활권의 청소년 여가시설의 개발, 운영, 연계에 대한 다각적인 연구를 통해 청소년의 여가문화를 질적으로 개선할 수 있는 방안이 요구된다.

영어초록

(Background and Purpose)Adolescence is a very important period for transition from children to adults, wherein not only physical maturation takes place, but self-identity, sociability, and values are developed. However, youth in South Korea do not have adequate opportunities for balanced growth due to learning or entrance examination oriented educational environment. Even though active development of values, morality, and vocational competence in adolescence enriches the future of the country, socially supported youth programs are focused on only problem oriented or preventive dimensions. Youth development means considering youth as beings that have infinite possibility for development, and providing opportunities for diverse experiences or activities to develop their physical, emotional, cognitive, social, civil, and vocational capabilities necessary for them to grow into adults. These capabilities can be developed through youths' voluntary, unstructured, and incessant leisure activities. To this end, society should develop and provide safe and diverse leisure environments dedicated to youth that can facilitate their continuous development. (Method) In the present study, concept of positive development of youth, requirements for youths' leisure activities, and leisure environments necessary to facilitate such development were examined through literature review. In addition, the kinds, present situation, and problems of youths' leisure cultures and leisure facilities were contemplated through review of previous studies. In addition, presuming that leisure facilities in living zones are more important for positive development of youth, case studies were conducted to examine the present situation and areas of improvement in leisure facilities in living zones. (Results) Youths' leisure facilities include training facilities and use facilities based on the Juvenile Activity Promotion Act and their locations can be divided into natural zones and living zones. Youths' leisure facilities are mostly distributed in natural zones with poor accessibility and the number of such facilities is not sufficient. Youth Cultural Centers, which are leisure facilities in living zones, cannot satisfy youths' demands for diverse leisure activities because of their limited programs, and these centers are not frequently used because awareness of these centers among youths is low. In particular, they need to be improved with respect to their size, number of equipment, space, and facilities provided. Youths' leisure facilities should be diversely available and serve their purpose through review of standards for accessibility (living zone/natural zone), operators (public/private), economic feasibility (free/charged, commercial/non-commercial), services (individual/linked/composite), programs (one-shot/continuous), activity purposes (rest and play/social or cultural activities/learning and self-development), and participation characteristics (structured/unstructured). (Conclusions) The characteristics of leisure cultures should be studied for positive development of youth. Youths' needs of actual leisure environments should be examined comprehensively and measures to qualitatively improve youths' leisure cultures should be developed through multilateral studies of development, operation, and nexus of youths' leisure facilities in living zones.
