초록

제국 시대에서 바이마르 공화국으로 정치체제의 변화와 함께, 독일 사회는 청소년을 국가 체제 안으로 통합시키는 정책을 추진하였다. 바이마르 정부는 청소년을 관리하고 통제하는 것을 사회 정책 방향으로 설정하였고, 청소년을 공화국 질서 안으로 통합시키려 하였다. 1차 대전 전 독일 사회에 부각된 청소년 세대의 중요성과 함께 청소년을 국가의 구호책이 필요한 대상으로 인식하여 청소년 노동자를 훈육시키는 것을 교육학적으로 실시하려 하였다. 청소년 실업은 미래의 노동 세력에 큰 영향을 주는 것이고, 경제 상황까지 위협할 수 있는 중요한 문제이기 때문에 바이마르 정부는 이들을 훈육과 감화 교육을 통해 계도하려 하였다. 바이마르 공화국 초반부의 청소년 사회 복지에 관한 접근은 낙관적이었고 교육학적인 관점을 가지고 추진되었다.
1920년대 초반 제정된 ‘청소년법’은 바이마르 헌법 정신에 부합하여, 청소년을 공화국 법 질서 안으로 편입시켜, 그들에 대한 훈육과 사회 복지 정책을 실시하겠다는 뜻을 반영하였다. 그리고 이런 취지하에 청소년 감독관을 통한 범죄 동기와 범죄 청소년의 환경에 대한 상세한 조사, 심리 검사 등을 실시하였다. 이것은 청소년에 대한 처벌보다 훈육에 더 무게 중심을 두는 바이마르 공화국의 청소년 사회 복지 정책의 특징을 보여 준다. 그리고 청소년을 하나의 인격체로, 미래 독일 사회를 이끌어갈 주역으로 존중하는 바이마르 사회의 인식 변화를 알 수 있다. 비록 경제 위기와 바이마르 공화국 정치 체제의 몰락, 사회의 급진화와 우경화로 ‘청소년법’이 추구하던 교육학적이고 사회정책적인 목표는 미완에 그쳤다 할지라도 바이마르 공화국 청소년법 제정의 역사적 의미가 갖는 성과는 재평가되어야 할 것이다.

영어초록

The German society pushed ahead with a policy geared toward incorporating youth into the national system along with the shift of the political regime from the German empire to the Weimar Republic. The government of the Weimar Republic set the management and control of youth as the direction of its social policies and tried to integrate adolescents into the order of the Republic. The importance of the youth generation was emphasized in German society before the Second World War, and teens were viewed as those in need of relief. So the government intended to discipline youth laborers from a perspective of pedagogy. The government attempted to discipline and enlighten teens since youth unemployment was one of crucial issues that could exert a huge influence on future labor force and even possibly pose a threat to national economy. The government took an optimistic approach toward youth social welfare in the beginning from a perspective of pedagogy. The youth social welfare policies resulted in driving youth into the left or right radicals without achieving their original goals.
"The youth act" that was legislated in the early 1920s was intended to incorporate youth into the law and order of the nation, to discipline them and to implement social welfare policies in compliance with the constitutional spirit of the Weimar Republic. According to this act, youth supervisors were fostered to investigate the motives and environments of adolescent offenders in detail, and psychology tests were conducted as well. It shows the characteristics of the youth social welfare policies of this nation that gave more weight to discipline than to punishment. At the same time, it shows that there was a change in this society that teens were regarded as human beings who were going to be the mainstay of future German society. Although the pedagogical and sociopolitical goals of the youth act weren't achieved due to economic crisis, the collapse of the political regime, social radicalization and conservative swing, the historical significance and outcome of the youth act in the Weimar Republic should carefully be revalued.(Seowon University)
