초록

(연구배경 및 목적) 본 연구는 지역사회연계사업의 궁극적인 목표를 상기시키며 원활한 사업의 운용을 위한 방향성을 제안하기 위해 지역연계사업의 특성을 살펴보고 사업 진행의 문제점을 분석하였다. 효율적인 사업 운용 방식을 제안함으로써 지역과대학의 상생발전은 물론, 지역주민들의 삶의 질 향상 및 지역사회발전을 도모시키는 것이 본 연구의 목적이다. (연구방법) 연구는 2장에서 지역사회연계사업의 의의와 특성에 대한 이론 고찰과 3장에서 사업 현황 분석으로 진행한다. 사업현황은 사회 맞춤형 산학협력 선도대학 육성사업(LINC+) 중에서 2019~ 2021년 자료에 제시된 사회 맞춤형 예체능 관련 사업 37개를 선정하여 애로사항을 분석한다. 4장에서는 이를 바탕으로 운용방안을 계획하여 공주시와 공주대학교에서 진행한 제민천의 지역연계공공디자인프로젝트에 적용 후 사업 운용결과를 살펴본다. 연구의 공간적 범위로는 자료추출의 범위에서 전국 국공립. 사립대학으로 설정하였으며 적용사업의 대상지로는 충청남도 공주시로 제한하였다. 연구의 시간적 범위는 2010년 이후로 선정하였다.
(결과) 지역사회 문제점 분석결과는 첫째, 주체 기관별로는 지역 시민과 대학에서 문제점이 가장 높은 것으로 나타났다. 둘째, 기업과 지자체는 상대적으로 문제점이 낮은 것으로 보였다. 셋째, 진행 과정에서는 집행과정에서 애로사항이 가장 높았고 기획과정에서도 집행과정보다는 다소 낮지만, 성과과정에 비해서는 높은 문제점이 있는 것으로 나타났다. (결론) 첫째, 프로젝트의 세분화에 의한 진행 과정은 사업의 주체별로 역할분담이 명확하게 이루어지고 원활히 진행될 수 있었지만, 사업의 체계적인 시간적 범위설정이 요구된다. 둘째, 상호연계시스템의 구축에 관한 결과는 사업의 진행 과정 및 예상 결과물들의 교류로 인해 상호관계의 이해 및 소통이 비교적 원활히 이루어졌지만, 상호 간의 원만한 일정 조율이 충분히 검토되어야 한다. 셋째, 성과관리체계구축의 운용 방향은 온라인플랫폼, 영상 및 책자 제작 등과 같은 다양한 결과물을 공유할 수 있도록 하여 사업의 인지 및 후속 사업의 연계과정이 비교적 원만하게 진행될 수 있으나, 결과물에 대한 관리방안이 충분히 모색되어야 한다.

영어초록

(Background and Purpose) The characteristics of regionally-connected projects were examined, analyzing issues with their progress in order to reinforce their end goal and offering suggestions for smoother operations. This study aims to improve the quality of life for residents and promote community development, along with the win-win development of the region and university, by proposing a method for efficiently operating the projects. (Method) Chapter 2 outlines the significance and characteristics of community-connected projects through theoretical considerations. Chapter 3 discusses the results of the investigation on the current state of the projects and analyzes related difficulties. This was accomplished by selecting 37 arts- and sports-related projects from the socially tailored projects presented in the 2019–2021 data.
Chapter 4 proposes an operation measurement based on these results, applies it to the regionally connected public design project of the Jemincheon Stream conducted by the city of Gongju and Gongju University, and presents the operation results in the project. The spatial scope of this study for the literature sources was limited to national and public universities and private universities across South Korea. The area in which the project was applied was limited to Gongju, in the province of Chungcheongnam-do, and the temporal scope was limited to post-2010. (Results) Analysis results of the community’s issues are described below. First, analysis of each subject institution showed that residents and universities faced a high number of issues. Second, companies and local governments showed a relatively low number of issues. Third, in terms of progress, the execution process showed the highest level of difficulty, while the planning process showed a relatively lower level of difficulty compared to execution but a higher number of issues compared to the performance process. (Conclusions) First, process segmentation showed that the project required the establishment of a systematic temporal timeframe, although the project was able to proceed smoothly and the division of roles for each project entity was clearly established. Second, establishment of the interconnection system showed that although the understanding and communication of mutual relations were relatively smooth due to exchanges related to project progress and expected results, scheduling processes should be thoroughly reviewed for smoother coordination. Third, establishment of the performance management system showed that it enabled the sharing of results in various formats, such as online platforms, videos, and booklets, so that recognition of the project and the linkage process of the follow-up project was able to proceed relatively smoothly. However, the management plan for the results should be further explored.
