도시 친수공간 활성화를 위한 공간계획에 관한 연구 -안양천을 중심으로- (A Study on Spatial Plan to Activate Urban Waterfront - Focusing on the Anyangcheon -)

초록

(연구배경 및 목적) 하천은 도시의 경제적 기반과 공간적 토대를 제공하는 중요한 역할을 해왔다. 하지만 그동안 도시 친수공간 개발방식은 생산기능 위주의 물리적 기능개선에 치중하여 왔다. 그로인해 친수공간을 생활·문화공간으로 인식하기가 힘들었다. 그러나 최근에는 물리적 기능개선 뿐 아니라 환경과 인간의 조화로움을 강조하고, 수변경관 속에 그 지역문화와 자연경관이 조화를 이루는 개발사례들이 나타나고 있다. 현재 친수공간조성을 통한 도시 활성화 의미는 친수공간이 가지고 있는 다양한 측면의 매력을 재생시키는 것이다. 이에 본 연구는 하천 내 교량 구조물 하부 등 이용자 측면에서 문제점을 파악하고 개선이 필요한 구간에 생활·문화공간으로 인식 할 수 있는 공공역역에서의 공간계획을 제시함을 연구의 목적으로 한다. (연구방법) 본 연구의 디자인 범위는 안양천 및 학의천 일원으로 구간은 세장소로 구분하여 진행한다. 디자인 방법은 첫째, 친수공간 이론적 고찰 단계로 친수공간의 개념 및 가치를 살펴보고, 국내·외 개발 사례를 분석하여 디자인 방향설정의 근거를 마련하였다. 둘째, 디자인 기본계획을 위하여 안양천을 대상으로 안양천의 현황을 파악하여 안양천의 경쟁력과 전망을 분석하였다. 셋째, 디자인 기본방안으로 디자인 전략과 디자인 기본개념, 추진 전략을 설정하고, 세부 디자인 계획 순으로 공간디자인을 제시한다. (결과) 첫째, 공간구성계획으로 도시 속에서 친수공간이 가지는 생태적, 자연적 요소를 활용하였다. 안양천은 도심에서의 근접성을 가지고 있기 때문에 자연적 요소를 공공영역의 거점으로 확대시켜 장소를 계획하였다. 둘째, 경관조성계획은 친수공간의 가치를 확장시키기 위해 시민들의 접근성을 확보하기 위한 공간계획을 하였다. 또한 안양천의 입지조건의 개방성과 공공성을 극대화 시키고, 교각하부 및 축대, 제방의 삭막함을 제거 할 수 있는 공간을 중심으로 계획하였다. 이를 위해 주변경관과 연계하고 교각하부의 삭막함을 순환시키기 위한 색채계획은 주변경관과 연계하여 저채도, 단색조의 색채 사용으로 적용색상의 절제화를 통해 안정된 분위기를 유도하였다. 공공시설물을 통해 사용자들이 편리성과 쾌적함을 느낄 수 있는 디자인을 계획하였다. 특히 자연적 요소를 적극적으로 활용하여 주변경관과의 조화를 위한 디자인을 계획하고자 하였다. (결론) 정체성이 결여되어 있는 친수공간은 주변 지역과 연계를 통해 지역의 특성을 살리고 커뮤니티 조성전략으로 활용 가능하며, 친수공간 활성화 공간계획을 통해 지역의 정체성을 확립할 수 있을 것이다. 본 연구는 도시 친수공간을 대상으로 도시활동을 지원하는 공공영역으로써 공간계획을 구체적으로 제시 했다는데 의의가 있다. 다만 친수공간 재생에서 도시의 관계성의 접근이 부족한 점을 연구의 한계점으로 들 수 있겠다.

영어초록

(Background and Purpose) Rivers and streams have played important roles in providing cities with economic bases and spatial support. However, until now, development methods for urban waterfronts have focused on improving physical functioning to affect production. It has therefore been difficult to perceive these waterfront areas as living or cultural spaces. Recently, however, some development cases have emerged that emphasize human and environmental harmony, in addition to the improvement of physical functioning, which achieve a balance of local culture and natural waterfront scenery. Currently, urban activity seeks to regenerate various attractions of the waterfront in order to reform waterfront space. Accordingly, this study aims to examine some user problems, such as the presence of bridge support structures in rivers and streams, and to suggest a spatial plan of the public sphere that can enhance the living and cultural space where necessary. (Method) The design scope of this study includes the Anyangcheon and Hakeuicheon, and the streams are divided into three sections. The design method of the study is as follows: First, the study examined waterfront theories, including concepts and values related to waterfront areas, and analyzed domestic and foreign development cases to prepare the basis of the design direction. Second, as a basic plan, the study examined the current situation of the Anyangcheon, and analyzed its competitiveness and prospects. Third, in terms of a basis for design, the study suggested a spatial design that first set out the basic design concepts and promotional strategy, followed by a detailed design plan. (Results) First, to constitute the spatial plan, the study made use of natural, ecological elements that existed on the urban waterfront. Since the Anyangcheon is close to the urban center, the study planned the site to include an expansion of natural elements as the foothold of the public sphere. Second, in terms of scenery, the study allowed for greater accessibility for citizens to add value to the waterfront. In addition, it maximized openness and publicity regarding the stream, and eliminated the dreariness associated with the lower parts of the bridge, embankment and levee. To achieve this, a color plan connected the lower parts of the bridge, embankment, and levee with the surrounding scenery. Through the use of moderate, low-saturated colors and monochrome, a stable mood was created, intended to provide users with convenience and pleasantness around the public facilities. By actively using natural elements, the design aimed especially for harmony with the surrounding scenery. (Conclusions) It is possible to bring local characteristics alive by linking waterfront areas that lack identity with surrounding areas, and using them to build community. It is also possible to establish a local identity through waterfront activation spatial plans. This study is meaningful in the sense that it suggests a concrete spatial plan for a public sphere to support urban activity along urban waterfronts. Its limitation is that it doesn’t sufficiently connect the city to waterfront regeneration.
