1930년대 천도교세력의 정치운동론과 시중회 참여 (The Chundogyo Political Movement and Participation in Sijunghoe in the 1930’s)

초록

1930년대 일제가 농촌통제정책을 추진하고 사상통제를 강화하자 천도교 신파세력은 활동의 방향을 전체적으로 재조정하였다. 이들은 정치운동에서 물러서 생활운동ㆍ문화운동 등 비정치적운동으로 활동방향을 바꿔야 한다고 판단하였다. 이에 천도교단과 청년당의 조직을 중앙집중화된 형태로 재정비하여 내부 결속을 다지고, 천도교 신앙의 확립을 강조해 정치운동에서의 후퇴를 정당화하려고 하였다.
천도교세력은 당시의 상황을 ‘비상한 시기’로 파악하고, ‘修道第一主義’의 강조를 통하여 합리화하였다. 또한 현실사회를 개혁하고 새로운 사회를 건설하기 위해서는 인간의 정신교화는 물론 제반 사회제도의 개혁이 필요하다는 ‘性身雙全ㆍ敎政一致’의 논리를 ‘敎主政從’으로 새롭게 해석하였고, 정치의 의미를 물질적 ‘생활안정’으로 축소 해석하였다. 그리고 교주정종론에 따라 성신쌍전ㆍ교정일치의 의미는 主인 종교적인 신앙 확립과 從인 항산수립의 문제로 귀결되었다. 즉 ‘輔國安民 布德天下 廣濟蒼生’의 실천적 의의가 포기됨으로써 기왕의 적극적 정치활동과 맞물려 있던 ‘민족운동적 성격’이 제거된 것이다.
이와 같은 현실인식과 현실참여 논리의 변화 속에서 천도교세력은 종교색채 강화와 잠재적 정치활동 기반 모색이라는 이중의 목표를 달성하기 위하여 노력하였다. 전자와 관련해서 청년당은 운동노선을 전환하여 부문운동을 중심으로 한 대외활동보다는 교단내적인 수련ㆍ수양활동에 치중하였다. 그리고 후자와 관련해서는 1934년에 설립된 시중회에 적극 참여하였다. 즉 천도교세력은 1930년대 전반의 정세변화와 관련해 종교색채의 강화와 잠재적 정치활동을 위한 기반 모색이라는 이중의 목표를 달성하기 위하여 노력하였다.

영어초록

As Japanese Imperialism enforced a rural restriction policy and strengthened the censorship of thought in the 1930’s, a new faction of Chundogyo readjusted the organization’s overall course of activities. The new faction decided to draw back from the political movement to concentrate its efforts on nonpolitical movements such as ones related to daily life and culture. The main facet of Chundogyo and the youth party reorganized centrally and justified their withdrawal from the political movement by emphasizing their devotion to religion.
The Chundogyo described the circumstances at that time as an “unusual period” and rationalized this recognition by emphasizing the prime priority of ascetic practice. The ideas of Sungsinssangjun and Gyojungilchi性身雙全ㆍ敎政一致, which stated that edification of the human mental state as well as reformation of the social system through religion should be carried out to reform actual society and construct a new society, were reinterpreted as the idea of Gyojujungjong敎主政從, which means that religion is the main leading and that politics are secondary to incidental. The Chundogyo minimized the meaning of politics to “stabilization of life.” According to the idea of Gyojujungjong敎主政從, the meanings of Sungsinssangjun and Gyojungilchi性身雙全ㆍ敎政一致 were reduced to the establishment of religious devotion and Hangsansurip恒産樹立, which is the establishment of fixed property or stable income. In other words, the practical significance of “Bogukanmin Podeokcheonha Gwangjechangseng輔國安民 布德天下 廣濟蒼生” (“Support the country to comfort the people; Preach the message of Heavenly God to the world; Save the people all over the world”) was abandoned and thus the characteristics of the national movement that had been interconnected with the previous positive political movement were eliminated.
While recognition of the actual situation grew and logic for social participation changed, the Chundogyo made efforts to accomplish two simultaneous goals: reinforcing religious features and establishing a foundation for potential political movements. As regards the former, the youth party converted the movement policy, focusing more on training and ascetic practice in the religious body rather than on external activities based on the actions of each department. With respect to the former, the Chundogyo positively participated in Sijunghoe, which was established in 1934. In summary, the Chundogyo took efforts to achieve the dual goals of reinforcing the religious features and seeking the foundation for potential political movements in relation to the change in the circumstances of the early 1930’s.
