책문화생태계 관점에서의 출판정책, 도서관정책, 독서정책 비교 연구 (Study on Publishing, Library, Reading Policies Analysis from Book Culture Ecosystem Perspective)

초록

책문화란 책이 생산(출판)되고 축적(도서관)되며 소비되는(독서) 다양한 활동들이 경제적, 문화적, 사회적 가치에 영향을 주며, 결국 한 국가의 문화경쟁력을 높이는 일이다. 특히 책문화의 주체, 정책, 사회 분위기 등 다양한 환경적 요소들이 서로 영향을 주고받으며 책문화가 성장하거나 정체하거나 소멸한다. 따라서 도서관정책, 독서정책, 출판정책은 서로 긴밀하게 연결되어야 하며 건강한 책문화가 지속적으로 성장하도록 해야 한다. 책문화생태계를 건강하게 만드는 관점에서의 다양한 연구가 필요하지만, 본 연구에서는 관련 정책환경으로 좁혀 책문화생태계 관점에서 출판정책, 도서관정책, 독서정책의 기초 비교분석을 통하여 정책의 지속적인발전 방안을 제안하는 데 있다. 출판정책, 도서관정책, 독서정책은 모두 책문화를바탕으로 한다는 공통점이 있으며, 책이 생산되고(출판), 축적되며(도서관), 소비되는(독서) 점에서 정책이 유기적으로 연결될 수밖에 없는 관계성을 가지고 있기때문 본 연구는 의미가 있다.
본 연구의 주제는 ‘책문화생태계 관점에서의 출판정책, 도서관정책, 독서정책비교 연구’이다. 출판정책, 도서관정책, 독서정책의 수립 기반이 된 법률 제정 시기와 특징, 각 정책의 장기정책인 5개년 계획의 내용과 특징, 각 정책 소관 부처의 내용과 특징을 살펴본다. 본 연구를 위하여 책문화생태계 관점에서 이론적 고찰을 하였고, 문헌연구를 통하여 출판정책, 도서관정책, 독서정책을 분석하였다.
연구문제는 첫째, 우리나라 출판정책, 도서관정책, 독서정책의 역사와 각 정책의 특징은 무엇인가? 둘째, 책문화생태계 관점에서 출판정책, 도서관정책, 독서정책의 상생 방안 제언이다.
연구 결과, 우리나라 출판정책, 도서관정책, 독서정책의 역사는 1990년 문화부가 신설된 이래 본격적으로 논의되기 시작하였으며, 법률 제정 시기와 5년마다 수립하는 장기정책의 수립 시점과 추진 일정도 달랐다. 또한 출판 ‧ 도서관 ‧ 독서정책을 통합 추진하는 조직 기능이 없기 때문에 출판정책, 도서관정책, 독서정책의 유기적인 연결성에 한계가 있다. 이러한 한계점을 극복하기 위하여 세 가지 방안을 제언한다. 첫째, 정책 수립 초기부터 책문화 정책협력시스템 구축해야 한다. 둘째, 정책추진 과정 시 장단기 상호보완평가시스템을 구축해야 한다. 셋째, 장기적 관점에서출판정책, 도서관정책, 독서정책이 통합적으로 수립 ‧ 조율 ‧ 시행하는 책문화정책콘트롤 타워 조직이 필요하다. 넷째, 지방정부가 책문화를 주도하고 중앙정부는 어시스트하는 ‘지역주도 ‧ 중앙지원’ 방향의 정책이 필요하다. 본 연구를 시작으로 책문화 정책들의 다양하고 깊이 있는 분석 연구를 통해 지속가능한 책문화생태계가실현되기를 바란다.

영어초록

Book culture is the process by which books are produced (published), accumulated (library), consumed (reading), and various activities influence and enhance economic, cultural and social values. Especially, various environmental factors such as key stakeholders, policy, and social atmosphere of book culture influence each other and the book culture grows, stagnates or disappears. Therefore, library policy, reading policy, and publishing policy should be linked closely and a healthy book culture should continue to grow. In order to make the book culture ecosystem healthier, various researches are needed. However, this study narrows down to the related policy environment and suggests continuous development of policy by comparing basics of publishing, library and reading policies from the viewpoint of book culture ecosystem. There is a commonality that publishing, library, and reading policies are all based on book culture, and this study is meaningful because there should be a relationship in the policies that the book is produced (published), accumulated (library), consumed (reading).
The subject of this study is ‘studying on publishing, library, reading policies analysis in book cultural ecosystem’. The content and characteristics of the five-year plan, the long-term plan of each policy, and the contents and characteristics of each policy department are examined. For the purpose of this study, a theoretical review was made from the viewpoint of the book culture ecosystem, and publishing, library, and reading policies were analyzed through literature review.
Study focuses were; First, what is the history and characteristics of Korean publishing, library, and reading policies? Second, from the perspective of book culture ecosystem, it is a suggestion for win-win system of publishing, library, and reading policies.
As a result, the history of Korean publishing, library, and reading policies began to be discussed in earnest since the establishment of the Ministry of Culture in 1990, and the timing related laws and the timing of establishing the long-term policy to be established every five years were also different. In addition, there is a limit to the organic connectivity of publishing, library, and reading policies because there is no organization function to review and integrate these three policies together. To overcome these limitations, three suggestions are formulated. First, we need to build a system to cooperate with book culture policies from the beginning of policy making. Second, it is necessary to build a system of mutually complementary evaluation for short and long term policy implementation process. Third, from the long-term perspective, it is necessary to organize the book culture policy control tower in which publishing, library, and reading policies are integrally established, coordinated, and implemented. Fourth, local governments should lead the book culture, and the central government should make policies that support ‘regional leadership and central assistance’. From this study, we hope to realize a sustainable book culture ecosystem through diverse and in-depth analysis of book culture policies.
