초록

본 연구는 일본의 전후 민주주의와 상징천황제의 형성 배경을 중심으로 오키나와 문제가 현재의 일본정치 문제를 그대로 노정하고 있음을 오타 마사히데와 마루야마 마사오의 관련 논의를 통해 검토한 것이다. 일차적으로 미군기지 문제를 일컫는 오키나와 문제는 미국의 종속국가라 비판받는 현재 일본의 정치 문제를 상징한다. 본 연구는 2장에서는 오타와 마루야마의 전후 민주주의의 대한 논의를 중심으로 오키나와와 일본 본토의 간극을 검토하고, 3장에서는 일본과 오키나와가 전후에 다른 길을 갈수밖에 없는 배경에 상징천황제가 존재함을 밝혔다. 그리고 결론을 통해 일본정치에서 오키나와 문제가 가지는 함의를 도출했다.
일본과 오키나와에서 전후는 다른 의미를 가진다. 일본의 대표적인 사상가들은 일본이 전후 민주주의를 수용함으로써 다시 태어났다고 생각하는 반면, 오키나와에서는 현재에 이르기까지 미군기지 등에 의해 개인의 자유를 억압당함으로써 전후 민주주의가 아직 도래하지 않았다고 주장들이 존재한다. 이러한 양자의 차이는 일본과 오키나와 사이의 근대화 시기 관계 설정과 전후 처리 과정에서 비롯됐다.
일본과 미국의 종속적 관계는 전승국인 미국의 일방적인 것에 따른 것이 아니라 ‘천황메시지’의 사례에서도 볼 수 있듯이 일본과 미국의 정치적 합의에 따라 결정됐다. 요컨대 미국은 냉전시기 동아시아 내 패권을 유지하고 민주주의의 교두보를 마련하는 차원에서 ‘기지’로서 오키나와와 민주주의의 안전지대로서 ‘일본’이 필요했다면, 일본은 패전으로 상실된 국민통합을 위한 도구로서 천황제를 ‘상징적으로’나마 유지하기 위해 오키나와를 활용했다. 이에 전후 미국에 의한 오키나와 내 기지 건설이 용이해졌으며 지금까지 그에 따른 오키나와 문제가 지속되고 있다. 이는 일본 정치의 전근대적인 모습을 재현하고 있는 것에 다름없다.

영어초록

This study is centered on the debate between Masahide Ota and Masao Maruyama over what Ota called “the Okinawan problem”, which for him represented the continuing issue of the status of Japan’s postwar democracy and of the emperor as ceremonial figurehead. At the core of the Okinawan problem, which involves primarily issues surrounding U.S. military bases on Okinawa, is the sense that Japan is subordinate to the U.S. In this light, Chapter 2 examines the political gap between Okinawa and mainland Japan, focusing on the debate on post-war democracy carried out by thinkers such as Ota and Maruyama, and Chapter 3 examines the gap between the mainland and Okinawa in the post-war period. Finally, the conclusion draws out the implications of the Okinawan problem for Japanese politics.
There has been a difference between the understanding in mainland Japan and on Okinawa of the postwar period. The former’s leading thinkers believe that the country was reborn through its embrace of postwar democracy. On Okinawa, on the other hand, there has been a sense that postwar democracy has not yet arrived, as individual freedom up to the present day has been undermined by the presence of U.S. military bases. This chasm in perspectives on the post-war period has stemmed from the distinctive processes of modernization on the mainland and on Okinawa, and from the postwar political process.
The unequal relationship between Japan and the United States did not come about as a result of unilateral action by the United States, the victor in World War 2, but through political agreement between the two countries, as evidenced in the Emperor’s Message at the end of the war. This agreement was reached because, while the U.S. needed to mould Japan into a democracy and to locate bases on Okinawa in order to establish and maintain hegemony in East Asia as part of its efforts during the Cold War, Japan used Okinawa to symbolically maintain the emperor as an instrument of national unity after defeat in the war. As a result, the post-war construction of bases on Okinawa by the U.S. was agreed to, and the Okinawan problem was born, and has persisted. This paper argues that the Okinawan problem is nothing less than a reenactment of a pre-modern aspect of Japanese society and politics.
