초록

1차인민혁명당사건은 1964년 학생과 시민들의 강력한 한일회담 반대에 직면한 정권이 4.19시기 활동했던 통일운동가들을 북한의 지령을 받는 용공집단으로, 학생운동을 배후조종하는 조직으로 조작하려고 한 사건이었다. 박정희 정권은 첫 공안사건인 1차인민혁명당사건에서 이후 정권이 공안사건을 발표할 때 기본적으로 갖추었던 간첩단, 북괴의 지령, 국가전복기도, 조직표 등을 만들어 냈다. 1차인민혁명당사건 관련자 57명의 대부분은 4.19이후 활발하게 전개된 통일운동 조직인 민족자주통일중앙협의회를 중심으로 활동했던 민주민족청년동맹, 통일민주청년동맹준비위원회와 각 대학교 학생 민통련 소속 활동가들이었다. 1차인민혁명당사건은 5.16쿠데타로 와해되었던 진보적 사회운동과 통일운동을 다른 국면으로 조성된 환경 속에서 다시 조직과 활동을 모색하려 했다는 점에서 한국사회 변혁운동사에 중요한 의미를 가지고 있다. 사건 관련자들의 모임은 비합법 형태였지만 전국적 연계를 가졌으며, 통일을 주제로 연구와 활동을 전제하는 단순한 모임으로 결속과 의무를 요구하는 써클 수준이었다. 사건의 중심인물인 도예종의 사회인식과 활동을 통해서 살펴본 바 사건 관련자들은 민족경제의 성립과 이를 위해서 통일이 필수조건임을 주장하고 있음을 알 수 있다.

The First Incident of the People's Revolutionary Party of 1964 occurred when the South Korean government, facing strong opposition by students and citizens against the Korea-Japan talks, tried to falsely incriminate the unification activists that had been involved in the April Revolution as a pro-communist group taking orders from North Korea and as organizing the student movements from the background. During the First Incident of the People's Revolutionary Party, which was the first public security incident of the Park Chung-hee regime, elements that would later prove essential to presenting public security incidents were drawn up: a group of spies, orders by the North Korean regime, attempts to overthrow the state, and the organization table. Most of the 57 people involved in the First Incident of the People's Revolutionary Party were activists of the Democratic National Youth Alliance, the Youth Alliance Preparatory Committee for Unification and Democracy, and the People's Movements for Democratic Reunification of individual universities, all of which were based on the Central Council for People's Autonomous Unification that had actively carried out unification efforts after the April Revolution. The First Incident of the People's Revolutionary Party is significant for the history of revolution in Korean society in that it represents a renewed effort, in an environment that had been created from a different background, to take up its organization and activities related to progressive social and unification movements that had fallen apart after the Coup of May 16. The meeting of those involved in the incident was illegal in a formal sense but it had a nationwide network. It presupposed research and activity that promoted a common social consciousness for unification, and it became a circle of people demanding solidarity and obligation that went beyond the confines of a mere gathering. The social consciousness and activities of Do Ye-jong, the central figure of the incident, show that those involved claimed that unification was a prerequisite for establishing a national economy.
