남쪽 끝에 남은 공동체의 기억과 이야기 : 인문도시 서귀포의 동력, 무속과 이야기 전승의 자원화 현황과 과제 (Remaining Community Memories and Stories at the South End - Current Status and Tasks of Seogwipo-si for Cultural Assetization of Shamanism and Story Transmission -)

초록

서귀포시 문화도시사업에서 표방하는 “문화도시 서귀포”는 각 마을의 생태･문화자산들을 지속가능한 미래문화자산으로서 특화･체계화 하려는 의지의 소산이다. 하지만 그간의 성과들을 확인한 결과, 문화･자산을 범주화･유형화･발굴하는 방식은 물론이며, 무속･ 이야기 전승의 자산화에 대한 관심과 실효성이 상당히 떨어진다는 한계를 확인할 수 있었다. 이에 이 글에서는 서귀포시의 주요 인문 자산인 무속･이야기 전승이 얼마나 실질적･효용적으로 보존, 발굴, 체계화, 재생산되고 있는가를 되짚었다. 더불어 그 한계를 보완할수 있는 대안은 무엇인지도 살폈다.
먼저 무속(당 신앙)의 문화자산화는 서귀포시 성산읍 수산 1리와 동홍동･서홍동 마을의 사례를 들어 그 명암을 확인하였다. 그 결과 무속(당 신앙)의 문화자산화는 보존･전승의권리와 책임을 신앙공동체에게 돌려주는 것, 곧 그들의 자생적인 기반을 사업적으로나마지원하여 주는 방안이 현 시점에서 가장 실질적･효용적인 대안임을 들었다. 더불어 도지정 문화재나 향토 유산이 아닐지라도 신앙공동체의 전승 의지와 정도, 단골판의 축소･ 와해 정황 등을 전수 조사하고 자생적인 전승 기반을 갖춘 마을의 자원이 보존･유지되도록 지원하는 구체적인 계획 수립과 재정 지원이 뒤따라야 한다는 사실을 강조하였다.
다음으로 이야기 전승의 문화자산화는 제주도내에서 국가지정문화재로 지정된 명승9곳 가운데 8곳의 행정 소재지가 서귀포시라는 사실에 착안하여, 명승･오름 등의 자연자산을 유산･문화 경관이자 “문학 경관”으로 이해하고 그 가치와 의의를 발굴･해석･향유하는 방안을 제안하였다. 이야기 전승판이 거의 소실되다시피 한 지금에 와서, 옛이야기･ 현대구전설화(MPN) 같은 자산들을 특정 지표나 기준 없이 다수 확보하겠다는 의지는 연목구어에 가깝다. 따라서 “이야기 전승의 자원화”, “자연 자산의 문학적 형상화”라는 두가지 카테고리를 충족시킬 수 있는 개념으로서 자연 자산의 문학 경관화를 발굴･추진해야한다. 이를 위해서는 특정 자연 자산과 연관된 구비 전승(설화, 생애담, 역사체험담), 기록전승(지리지, 지방지, 개인문집, 고지도, 회화 등), 현대 문학 작품 모두를 문학 경관 자원, 이야기 자원의 일부로 다루는 대대적인 노력이 요구된다.

영어초록

Seogwipo, a cultural city, advocated by the Seogwipo-si Cultural City Project, is a product of the willingness to specialize and systematize the ecological and cultural assets of each village as sustainable future cultural assets. However, as a result of checking the achievements so far, it was confirmed that the interest and effectiveness in the assetization of shamanism and story transmission, as well as the method of categorizing, and discovering culture and assets, are significantly low. Therefore, in this paper, we looked back on how practically, discovered, systematized, and reꠓproduced the shamanistic and story transmission, which is a major humanistic asset of Seogwipo-si, is being preserved, discovered, and reproduced. In addition, we also looked at the alternatives that can compensate for the limitations.
First of all, considering the examples and contrast of Susan 1-ri, Seongsan-eup, Seogwipo-si, and Donghong-dong and Seohong- dong villages, the most practical and effective alternative to returning the rights and responsibilities of preservation and transmission to the faith community, and supporting their self-sustaining foundation. Even if it is not a provincial cultural property or local heritage, it emphasized the urgent need to establish a specific plan and financial support to support the preservation and maintenance of the village's resources with a self-sustaining transmission base.
Next, based on the fact that Seogwipo-si is the administrative location of eight of the nine scenic spots designated as state-designated cultural properties in Jeju Island, the cultural landscape of scenic spots and oreum was understood as a "literary landscape" and proposed a plan to discover, interpret, and promote its value and significance. Now that the story's transmission plate has almost been lost, the willingness to secure a large number of assets such as old stories and modern old legends(MPN) without specific indicators or standards is close to a false dream.
Therefore, it is necessary to discover and promote the literary landscape of natural assets as concepts that can satisfy two categories: "resource of story transmission" and "literary shaping of natural assets." This requires extensive efforts to treat all of the oral traditions(a folk tale, life story, history experience story), record transmission(geography, local paper, personal collection, old map, painting, etc.), and modern literary works as part of literary landscape and story resources.
