초록

신헌은 대대로 무신 계열의 전통을 강하게 지니고 있었던 가문의 후손으로, 조선조 대표적인 무반 벌족 집안에서 성장한 무관이었다. 대원군 집권기에 그는 대원군의 전폭적인 지원을 받으며 훈련대장, 판삼군부사 등 요직을 거쳤다. 이런 이유로 기존 연구에서는 무반 중심의 정치세력화를 꾀했던 대원군의 친위 세력으로서 활동했던 점이 집중적으로 조명되었다. 그런데 신헌에 대해 19세기의 무관으로서 대원군 정책에 협조했던 인물로 국한시켜 바라보는 것으로 전 생애 동안 그가 걸어왔던 행보를 설명하기에는 부족하다. 그는 효명세자 대리청정기에 국왕 중심의 정치 운영을 회복하고 세도 가문의 독단적인 국정 운영에 제동을 걸고자 하는 시도 속에서 국왕의 지원을 받으면서 정치 무대로 진출하는 첫걸음을 떼고 있었으며, 헌종 친정기에도 역시 안동김씨 가문의 독점적 정국운영에 문제의식을 가지고 있었다. 따라서 대원군 집권기 신헌의 정치적 지향과 활동은 대원군이라는 비교적 짧은 기간 동안의 집권 책임자와 관계만으로 한정시켜 바라보기보다, 전 생애에 걸쳐 그가 견지했던 사상과 행보를 통해 살펴야 할 것이다.
이에 본 논문에서는 19세기의 역사상 속에서 신헌이 차지하고 있는 입지를 고려한 바탕 위에서 대원군 집권기 동안 신헌과 대원군의 정치적 관계를 새로운 시각으로 살펴보았다. 그는 19세기 가장 무게감 있었던 무반 집안의 후예로서, 세도 정권과는 구분되는 정치 집단의 동향 속에서 움직이고 있었다. 또한, 세도 정권이 무너지고 대원군의 집권을 통해 조선이 새로운 정국으로 나아가고자 한 지향에서 대원군의 집권을 지원했지만, 대원군이 개혁노선을 이탈하고 민생 안정의 기본적 정치 노선에서 멀어지자 고종의 친정 정국 조성에서도 정치적 역할을 담당했다. 신헌은 단순히 대원군의 친위 세력이 아닌, 19세기 대내외적 위기 상황을 대면하며 현실 문제를 고민하고 해결해 나간 조선 집권층으로서 새롭게 자리매김 되어야 할 것이다.

영어초록

Sinheon was a descendant of a family that had a strong Military officer tradition from generation to generation, and was a military officer who grew up in a representative MuBeol(武閥) in the Joseon Dynasty. During Daewongun’s reign. He served as a training captain and Pan Samgunbusa(判三軍府使) with full support from Daewongun. For this reason, previous studies focused on the fact that he served as a friendly force of Daewongun, which attempted to turn into a political force centered on martial arts. However, his role cannot be defined solely by his relationship to Daewongun. He took the first step toward the political stage with the support of the king in an attempt to restore king-centered political management during the proxy administration by crown prince Hyomyeong(1809~1830). This put the brakes on the arbitrary state administration of the politically powerful families (勢道家門), and Shin Hun was also aware of the exclusive political management of the Andong Kim family during the reign of King Heonjong(憲宗). Therefore, Shin Heon’s political strategy and activities during Daewongun’s reign should be examined throughout his lifelong direction and actions rather than limited to his relationship with Daewongun, a relatively short period of time. In this paper, the political relationship between Shinheon and Daewon-gun during Daewongun’s reign is examined from a new perspective based on the above position of Shinheon in the history of the 19th century.
He was a descendant of the most prestigious military family in the 19th century and was active in the movement of political groups that were outside of the power structure of the military families. In addition, he supported Daewongun’s rule and move toward a new political direction resulting from the collapse of politically powerful groups. However, when Daewongun chose a different road from the reforms and the basic political line of stabilizing people’s welfare he transferred his allegiance and played a key political role in creating King Gojong’s pro-government politics. Shinheon cannot be viewed as just a major supporter of Daewongun but must also be recognized as a member of the ruling class in Joseon that faced great internal and external crisese in the 19th century and struggled to solve contemporary real world problems.
