산업집적 단지와 정주여건을 중심으로 사회기반에서 디자인역할과 발전방향 (Design role and development direction in the social base, focusing on industrial complexes and settlement conditions)

초록

연구배경 자본주의사회에서 디자인 분야는 시장가치창출에서 , 지역사회의 산업과 경제의 문제를 해결하고 발전기 시키는 역할로 확장해야 한다. 대한민국 정부가 그 동안 추진해온 산업과 사회기반 구축 및 발전정책을 분석하여, 디자인 분야의 역할을 고찰해야 향후 지역디자인산업이 지역사회의 진보에 참여 할 수 있다.
연구방법 첫 번째 산업기반은 산업혁명이후 선진국과 대한민국 정부가 조성한 산업집적 단지관련 연구 자료들과 법령들을 조사ㆍ비교하여, 지역사회의 관계가치와 파생되는 문제유형 들에 대해 디자인 분야와 연계되는 역할을 정의하였다. 두 번째 도시의 생성과 발전과정에 정주기반의 기능에 대한 문헌들과 산업혁명이후 생성된 도시의 쇠퇴와 발전 과정에서, 지역사회에 유발한 문제들을 조사하여. 디자인 분야의 관련된 역할과 방법을 고찰하였다. 세 번째 사회의 진보과정에서 사회적 경제 모델의 필요성과 디자인 분야의 역할을 주요 사례로 검증하고, 정주여건과 산업집적 기반을 지역사회의 경제모델과 함께 다루어야 하는 디자인 분야의 당위성을 확보하고자 하였다.
연구결과 대한민국사회에서 디자인 분야가 담당해온 역할이 고도화 되고 지속 가능하지 않으면, 사회와 지역산업의 발전은 특정 의사결정 체계에 편중될 수 있는 것을 확인하였다. 그 동안 정부주도의 산업육성정책 과정에서 지역사회의 정주여건과 산업기반에 파생된 문제의 회복 과정에 디자인 분야가 참여하는 당위성을 확인하고, 방법과 구조를 제안하였다.
결론 지역산업과 사회기반의 지속 가능한 유지와 발전 조건은 집단 구성원의 참여와 지역의 정체성이 지역사회의 역량의 기반이 되며, 이러한 조건을 촉진하고 증진시켜 실행 모델을 제안 할 수 있는 분야는 향후 지역디자인이 된다. 디자인 분야는 정주여건과 사회적 경제모델을 디자인하고, 실행하는 산업기반을 사회융합 생태계로 발전시키는 과정을 지속적으로 수행해야 한다.

영어초록

Background In capitalistic society, design field should expand its horizon from creating market value to resolving industrial and economic issues of local community and taking them to a new height. By analyzing policies regarding industry, building societal foundation and development which the South Korean government has pursued so far, the study should go over the role of design field so that communal design industry may participate in progress of local community in future.
Methods First, we investigated and compared the data and laws of industrial complexes developed by the governments of advanced countries and the Republic of Korea. In addition, the role of the design field was defined for issues related to the local community.
Second, the literature on the settlement-based function of the second city and the problems caused by the city after the Industrial Revolution were investigated. The results were considered as related roles and methods in the design field. Third, the necessity of the social economy model and the role of the design field in the development of society were verified as major examples, and the purpose of the design field was to be treated with the settlement conditions and industrial clustering base together with the social economic model.
Results Going over how the government has driven industrial progress, the study has found that the design field has good reasons to participate in the resolution of issues caused to living conditions of local communities and industrial foundation, suggesting the method and structure.
Conclusion The participation of local community members and local characteristics should be the basis of capacity of local communities as the condition for maintenance and development of local industries and societal foundation, which should be facilitated and promoted to establish local design as the field capable of suggesting action model in future.
