일제강점기 이후의 지명 관련 자료집 편찬과 지명 (On The Publication of Catalogues of Place Names Since The Period of Japanese Colonial Rule in Korea)

초록

『三國史記』「地理志」(1145년) 이후 우리나라에서의 地理志 편찬은 시대정신을 반영하며 연면히 이어져 내려왔다. 중앙정부가 주도하여 편찬한 『(新增)東國輿地勝覽』은 지리를 뛰어넘어 이 땅에서 축적된 문화까지 망라한 종합지이다. 조선 후기에 安民善俗과 역사자료 보존을 목적으로 지방 관리와 士族이 주체가 되어 읍지를 편찬하였다. 이를 모아 통치자료 확보 차원에서 成冊한 것이 『輿地圖書』이다.
일제강점기에 들어오면서 행정구역 개편, 군사 작전용 지도의 표기 수단 등을 위하여 지명을 수집하고 정리하였다. 이 과정에서 산출된 지명 관련 자료집으로 『朝鮮地誌資料』, 『舊韓國地方行政區域名稱一覽』 그리고 『新舊對照朝鮮全道府郡面里洞名稱一覽』 등이 있다. 1910년대에 작성된 것으로 보이는 『朝鮮地誌資料』에는 자연지명과 동리명을 비롯한 인문지명이 망라되어 있다. 특히 언문 칸에 한자어 또는 한자표기 지명과 대응되는 각각의 俗地名이 제시되어 있어 자료적 가치가 높다.
『舊韓國地方行政區域名稱一覽』은 조선총독부에서 1912년 1월 1일 현재 우리나라의 道․府․郡․面 및 洞․里의 현황을 조사, 정리한 것이다. 1914년 대대적인 행정구역 개편 이전의 명칭을 볼 수 있는 자료로 동리명 후부요소가 ‘-洞’과 ‘–里’로 단순화되기 이전의 모습을 보여준다. 『新舊對照朝鮮全道府郡面里洞名稱一覽』에는 일제에 의해 단행된 郡․面․洞․里 통폐합 결과와 이에 대응되는 구한국 시기의 행정구역과 그 명칭이 일목요연하게 정리되어 있다.
광복 이후 대표적인 지명 관련 편찬물은 한글학회의 『한국 지명 총람』이며 이를 사전화한 것이 『한국땅이름큰사전』과 『한국땅이름 전자사전』이다. 한글학회에서는 1960년 ‘한국지명 조사 사업’ 착수 후 남한 전역의 지명 700,000여 개를 수집, 정리하여 1966년 ‘서울편’ 간행을 시작으로 1986년까지 전 20책 편찬사업을 완료하였다. 이 자료는 지방자치단체의 지명지 편찬에 중요한 지침서로 활용되고 있을 뿐 아니라 지명 연구자들이 가장 많이 참고하는 훌륭한 자료이다.
북한에서도 김일성 주석의 지시에 따라 1966년 5월 ‘조선고장이름사전편찬위원회’가 구성되었고 연인원 1천여 명이 동원되어 『고장이름사전』이 편찬되었다. 이를 바탕으로 지명을 비롯한 북한의 다양한 지역정보를 담은 『조선향토대백과』가 편찬되었다. 한편 정보화 시대를 맞아 한국학중앙연구원 주관으로 향토문화 자료의 디지털화를 위해 『한국향토문화전자대전』 구축 사업을 시행하고 있는 바 시범사업(2003년~2004년)과 본사업 1단계(2004년~2013년)에 이어 2단계 사업(2014년~2023년)이 추진 중에 있다.

Beginning with the 「Geography」 section of 『History of three kingdoms』(1145), books of geography continued to be published through history reflecting the spirit of each period. Published with the initiative of central government, 『Augmented survey of the geography of Korea』 is a comprehensive catalogue containing overall cultural information. After the middle of the Joseon Dynasty, various town chronicles are compiled at the initiative of regional governor and local gentry to preserve historical document and provide guidance for public manners and customs.『Cultural geography of Korea』is published afterward by collecting all the town chronicles with purpose to accumulate administrative information.
The place names are collected and catalogued during the Japanese Colonial Rule for the reorganization of administrative units and the production of military maps. 『Catalogue of the geography of Joseon』, 『Catalogue of names of administrative units of old Korea』 and 『Catalogue of ancient and modern names of administrative units of Joseon』 are documents published at this period. 『Catalogue of the geography of Joseon』 is supposedly compiled circa 1910 and contains names of townships, natural features, cultural features and man-made structures. It is a valuable document that records native korean place names with their corresponding sino-korean toponyms.
『Catalogue of ancient and modern names of administrative units of Joseon』 is published at the initiative of Governor -General of Joseon by surveying and compiling the actual status of provinces, districts and townships as of the new year's day in 1912. It documents place names previous to the reorganization of administrative units in 1914 and the simplification of the rear part of names of townships to '-Dong' and '-Li'. 『Catalogue of ancient and modern names of administrative units of Joseon』 is an organized catalogue that records the new place names after the rearrangement of townships and their previous administrative units and names during the period of Korean Empire.
The most important catalogue of place names published after the Independence is 『Catalogue of place names in Korea』 by Korean Language Society. 『Dictionary of place names in Korea』 and 『Online dictionary of place names in Korea』 are publications of this catalogue in dictionary format. Korean Language Society undertook 'General survey of place names of Korea' in 1960 and compiled 700,000 names in various regions of the Republic of Korea. Beginning with publication of the first volume on Seoul in 1966, 20 volumes are published until 1986. These documents are utilized as a valuable guidance for publication of book of geography by local governments and frequently consulted by researchers and specialists.
In the Democratic People's Republic of Korea, ‘Committee for publication of dictionary of place names' is organized following the instruction of Premier Kim Il-Sung and 『Dictionary of place names』 is published with obligatory participation and work of around 1000 persons per year. 『Encyclopedia of local culture and customs』 which contains place names and various local information of the Democratic People's Republic of Korea is published afterward. With the advent of Information Age, the digitalization of documents on local culture and customs is in process under supervision of The Academy of Korean Studies. 『Online Encyclopedia of local culture and customs』 is under construction on web site beginning from the pilot project(2003~4) and followed by the full project phase 1(2004 ~2013) and phase 2(2014~2023).
