『북한관계사료집』의 발간 현황과 제언 (Bibliographical Introduction and Suggestions on 『Collection of historical materials related to North Korea』)

초록

『북한관계사료집』은 1982년부터 2022년 현재까지 국사편찬위원회가 발행한 북한 사료의 총 집성이다. 냉전이 한창이던 시절 국가기관에 의한 북한 자료의 공식적 간 행은 북한사 연구가 학문적으로 자리를 잡는데 일조하였다. 『북한관계사료집』이 처음 간행되었던 1980년대 초반만 하더라도북한을 어떻게 이해해야 하는가의 문제는 학술적인 대상이 아니라 정치적인 문제일 수밖에 없었다. 『북한관계사료집』이 간행되었다는 것은 북한 자료가 적어도 학문적 영역에서만큼은 ‘이적표현물’이 아닌 ‘사료’로서 대접을 받게 되었다는 것을 의미했다.
국사편찬위원회는 2023년부터 홈페이지를 통해 『북한관계사료집』의 원문서비스를 시행한다. 한국사학계에서 북한사 연구가 학문적 ‘시민권’을 얻은 지 얼마 되지 않은 것을 생각하면 실로 격세지감이 아닐 수 없다. 본 논문은 『북한관계사료집』 원문서비스 시행을 맞아 자료의 소개 및 해제 작업을 통해 북한 자료에 대한 이해를 돕기 위해 쓰여졌다. 해제는 1차적으로 북한 자료와 해외 자료로 구분하였고, 북한 자료에 대해서는 다시 형식, 생산 주체, 내용에 따라 2차 분류를 하였다. 북한 자료의 경우 형식에 따라서는 신문, 잡지, 회의록, 법령·공보, 일지, 개인 자료로 구분했다. 생산 주체에 따라서는 정당, 행정기관, 사회단체·통일전선체, 지방 자료로 나누었다. 내용에 따라서는 남북 분단과정, 경제, 역사·문화, 대외관계·인식, 한국전쟁기로 구분해서 살펴보았다.

영어초록

『Collection of historical materials related to North Korea』 is a compilation of historical records on North Korea published by the National Institute of Korean History from 1982 to the present in 2022. During the height of the Cold War, the official publication of North Korean data by state institutions helped to establish an academic position for North Korean history research.
Even in the early 1980s, when 『Collection of historical materials related to North Korea』 was first published, the question of how to understand North Korea was not an academic subject but a political one. The publication of the 『Collection of historical materials related to North Korea』 meant that North Korean data were treated as ‘historical records’ rather than ‘anti-state expression’, at least in the academic realm.
The National Institute of Korean History will implement the original text service of 『Collection of historical materials related to North Korea』 through its website from 2023. Considering that it has not been long since the study of North Korean history has gained academic “citizenship” in the Korean history community, it is truly a feeling of alienation. This thesis was written to help the understanding of North Korean data through the introduction and release of data in line with the implementation of the original text service of the 『Collection of historical materials related to North Korea』.
Release was first classified into North Korean data and overseas data, and North Korean data was secondarily classified according to form, subject of production, and content. In the case of North Korean data, it was divided into newspapers, magazines, minutes of meetings, laws and bulletins, journals, and personal data depending on the format. Depending on the subject of production, it is divided into political parties, administrative agencies, social groups United Front, and local data. Depending on the content, the process of division between the two Koreas, economy, history and culture, foreign relations and awareness, and the Korean War were examined.
