독일의 통일교육 내용과 방법에 관한 질적 사례 연구 (A Qualitative Case Study on Contents and Methods of Unification Education in Germany)

초록

이 연구는 독일의 통일교육과정을 통해 우리나라의 통일교육을 위한 시사점을 구체적으로 얻기 위한 목적을 가지고 있다. 이와 유사한 연구들이 많이 있었으나 주로 거시적 차원의 시사점을 얻는 경우가 대부분이었고, 교육현장에 적용할 구체적 통일교육에 관한 연구가 거의 없었다. 이를 위해 독일 헤센 주의 교육과정 분석과 교사의 면접, 수업의 참관을 통해 우리나라의 통일교육 시사점을 추출하고자 했다. 연구결과를 요약하면 다음과 같다. 첫째, 통일교육의 방향에서는 통일 전, 통일 이후를 구분해서 중장기적으로 준비해야 할 필요가 있다. 우리나라는 주로 통일 전 통일교육에만 관심을 가졌다. 그러나 독일의 통일교육 경험에서 통일교육은 단지 통일 전만 아니라 통일직후의 혼란과 통일 이후 제도적 문화적 통합을 위한 노력에까지 중장기적으로 준비해야 된다는 시사점을 얻었다. 아울러 내적 통합이 중요하며, 장기적으로 보면 결국은 역사교육의 일환이 되므로 통일의 의미와 과정도 매우 중요하다는 점도 시사받았다. 둘째, 통일교육의 내용 측면에서 보면 교육제도의 통합에 대한 고민과 교육청 단위의 구체적 역할이 매우 중요하다는 점을 시사받았다. 결국은 교육현장의 통합이 있어야 갈등이 최소화되고 내적 통합이 현실화되기 때문이다. 따라서 교육청 차원의 통일교육도 준비되어야 한다. 셋째, 통일교육의 방법 측면에서 보면 통일된 독일에서 통일이라는 주제는 역사교육의 일부에 지나지 않았다. 그리고 세계적 추세인 역량중심교육, 문제해결 중심교육이 주된 방법이었다. 이를 통해 학생들이 통일의 완성을 주체적으로 진행하면서 역량을 신장시키는 방법을 취하였다.

영어초록

The purpose of this study is to obtain specific implications for unification education in Korea through a thorough analysis of the German unification curriculum. There have been many similar studies, but most of them have macroscopic implications, and few studies have been conducted on specific unification education to apply to a practicum. To this end, it was intended to ascertain the practical implications of unification education in Korea through analysis of curriculum in Hesse, Germany, interviews with teachers, and visits to classes. To summarize the findings: First, in the direction of unification education, it is necessary to segregate pre-unification and post-unification contents by applying time-staged perspectives. In Korea, unification education contents were heavily concentrated on the pre-unification stage. However, learning from Germany's experience in unification suggests that unification education should be prepared not only on pre-unification but also in post-unification where potential chaos shortly after unification may occur and efforts to integrate institutional and cultural integration happens on a prolonged basis. It was also suggested that internal integration is a vital factor and that the intention, consequence and process of unification are very important because it will eventually be part of history education in the long run. Second, in terms of the contents of unification education, it was suggested that the concerns about the integration of the education system and the specific role of the Ministry of Education were very important. In the end, the integration of education sites eliminates the conflict and entails internal integration to be a reality. Therefore, unification education at the Ministry of Education and their subordinates’ level should also be prepared for full integration. Third, in terms of unification education methods, the theme of unification was only a part of history education in a unified Germany. And the pedagogical approaches taken were competency-oriented and problem-solving-oriented education, which are global trends. Through this, students took their initiatives to work out better ways for completion of unification process and integration thereby improving their capabilities independently.
