출소자의 취업경험에 관한 질적 연구 (Qualitative Study on Released Prisoners’ Employment Experiences)

초록

본 연구는 출소자들을 사회적 약자로 인정하며, 그들을 취업취약계층으로 바라보고, 출소 후 사회적응과정과 취업과정에서 겪는 경험의 내면에 대한 이해를 바탕으로 사회 복지적 실천과제를 고찰 하고자 시작되었다.
연구 목적은 출소자의 취업 경험을 통해 출소자로서 취업자의 특성과 노동시장에서의 경험, 사회적 역할 수행과 대처를 포함한 총체적인 취업경험을 심층적으로 알아보고, 향후 출소자들의 취업을 지원․유지할 수 있는 정책적 방안과 서비스계획을 모색 하고자 하는 것이다. 그 목적을 달성하기 위한 연구문제는 ‘출소자의 취업경험은 어떠한가?’ 로 하였다.
연구결과를 바탕으로 도출한 사회 복지적 의의는 다음과 같다. 첫째, 출소자 취업지원 전체과정에서 체계적인 사례관리가 필요하다. 출소자전문취업지원센터(가칭)을 설립하여 출소자의 취업 전체과정을 사례관리 할 수 있는 공공 전달체계 마련이 필요하다. 둘째, 출소자 취업지원 전문 인력체계 구축이 필요하다. 출소자를 재활의 대상으로 바라보고 전문화된 치료적 접근이 필요하다. 셋째, 보다 현실적인 직업훈련프로그램지원이다. 실전에서 무용지물이 되어 버리는 자격증을 양적으로 많이 지원하기 보다는 ‘선택과 집중’을 통한 현장전문가 양성을 위한 현장교육지원이 필요하다. 넷째, 취업경험이 부족한 출소자들에게 가교역할을 할 수 있는 직장체험의 기회를 제공할 필요가 있다. 현재 협력업체라고 하는 아웃소싱업체와는 차별화된 방법으로 시행되어야 할 것이다. 다섯째, 출소자 가족지원 사업이 필요하다. 가족들이 가교역할을 담당하여, 출소자들이 재범을 하지 않고 조기 사회정착 할 수 있도록 출소자 가족들에 대한 체계적인 지원이 요구된다. 여섯째, 출소자에 대한 범사회적 인식개선이 필요하다. 정부차원에서 공익광고 영상물을 제작하여 대중매체를 통해 알림으로서 대국민 인식개선이 필요하다.
결과적으로 본 연구 질문에 대한 결과는 다음과 같다. 출소자의 취업경험은 어떠한가? 출소자들에게 취업과정은 단절되었던 사회와 경제적으로 절박한 현실을 인식하게 해준 계기이며, 불안한 고용과 특별한 신분 때문에 다양한 양가감정이 교차 하지만, 취업을 통하여 새 출발의 기회를 엿 볼 수 있었고 변화된 삶의 주체로 미래를 준비하게 되었다는 것이다.
본 연구는 6명의 연구 참여자들이 진술한 경험에 의거 재구성한 질적 연구로서 모든 출소자들의 취업경험에 대한 일반화의 한계가 있을 수 있다. 향후, 출소자의 취업경험을 보다 다양하게 이해하기 위해서는 범죄의 유형, 형기, 나이, 성별 등으로 좀 더 세분화 하여 출소자 취업 경험 연구를 할 필요가 있다.
마지막으로 본 연구결과를 바탕으로 향후 출소자들의 취업을 지원․유지할 수 있는 정책적 방안과 서비스계획을 모색하는데 기초연구로 활용될 것을 조심스럽게 기대한다.

영어초록

This study began as an effort to examine social welfare related practical tasks on the basis of the recognition of released prisoners as vulnerable members of society, the view of them as a poor employment class, and the understanding of the internal sides of their experiences in the course of social adjustment and employment after release.
The goal of this study is to deeply investigate released prisoners’overall employment experiences including their characteristics, their experiences in labor market, and their performance of and coping with socialroles, and then to grope for political measures and service plans for supporting and maintaining their employment in future. The research question for attaining this goal is "how are released prisoners’ employment experiences?"The social welfare related implications drawn from the results of this study are as follows. First, systematic case management is necessary over the entire course of support for released prisoners’ employment. It is necessary to found the Center Specialized for Supporting Released Prisoners (tentative name) for establishing a public delivery system that can case-manage the entire course of released prisoners’ employment. Second, construction of a system of personnel specialized for released prisoners’employment is needed. A specialized therapeutic approach is needed with which released prisoners are taken to be subjects of rehabilitation. Third, more realistic vocational training programs should be provided. Rather than quantitatively numerous supports for licenses that would be useless in actual scenes, field-educational supports for fostering field experts in terms of ‘selection and focusing’ are needed. Fourth, it is necessary to provide released prisoners having insufficient employment experiences with opportunities of on-the-job experiences that can play a bridge role for them. This should be executed in a discriminated way that the current outsourced agencies called cooperative agents are adopting. Fifth, supports for released prisoners’families are needed. Along with their families playing a bridge role, systematic supports are required to enable released prisoners’ early settlement without second conviction. Sixth, entire society’s change of attitude toward released prisoners is needed. The government needs to change people’s attitude toward released prisoners by producing public advertisement films and using mass media.
The answer to the research question "how are released prisoners’ employment experiences?" is as follows. The course of their employment is a momentum for the released prisoners to recognize unconnected society and desperate economic reality. Though they had ambivalent feelings due to their unstable employment and special status, they were able to have potential chances of new beginning and be prepared for future as subjects of changed lives.
As a qualitative study reconstructed from the experiences reported by the 6 participants, this study might have some limitations in the generalization of all the release prisoners’ employment experiences. In order to understand released prisoners’ employment experiences more diversely in future, subsequent research on released prisoners’ employment is needed to be carried out by more elaborate categorization of crime types, duration of imprisonment, age, gender etc.
Lastly, I carefully expect the results of this study to be used as a basis for groping for political measures and service plans with which released prisoners’employment can be supported and maintained.
