초록

이 연구는 조선 말기 지방의 군비 실태를 ‘重記’ 자료를 통해 파악하고자 하는 연구이다. 조선 말기 조선은 세도정치의 폐해와 민중의 저항이라는 대내적 문제와 외세의 침략이라는 대외적 문제에 대응해야만 했다. 이러한 대내적·대외적 문제를 해결하기 위한 가장 기본적인 방법이 군사적 대응이라고 할 수 있다. 결국 조선왕조가 대내외적 위기를 극복하지 못하고 일제의 식민지가 될 수밖에 없었던 여러 원인 중의 하나는 바로 군사력이 미약했다는 것이다. 그렇기에 당시 조선의 현실을 바로 이해하기 위해서는 군비 실태가 어떠했는가에 대한 실증적 연구의 필요성이 대두된다. 이에 본고는 당시의 지방 군비의 실태를 파악할 수 있는 자료로서 ‘重記’에 주목하였다.
조선시대 重記 자료는 관아에서 보유하고 있는 금전 및 여러 물품의 수납, 지출 등의 변동 상황과 그 현재 상태를 기록하는 회계장부 또는 물품조사서이다. 重記는 특정 시기의 지역 상황을 가장 자세하게 파악할 수 있어 그 가치가 매우 높다고 할 수 있다. 또한 重記 속에는 군비 실태를 파악할 수 있는 내용이 풍부하게 들어 있다. 본 논문은 이러한 重記 자료를 활용하여 조선말 지방의 군비 실태 중에서도 특히 慶尙道 安東鎭과 그 屬邑의 軍備 實態를 살펴보았다. 이를 통해 확인할 수 있는 것은 당시 지방에는 궁시류, 화약무기, 창검류, 기타 무기류, 기치류, 취타류 등 다양한 군비가 존재하고 있었다. 이들 군비는 어느 정도 규정에는 부합하게 갖춰져 있었다고 보여 진다. 하지만 이는 형식적 측면이었고 그 실제는 부실한 상태에 있었음을 확인할 수 있었다. 특히 시간이 지날수록 실제 보유 숫자가 줄고, 관리가 제대로 되지 않아 파손되어 사용할 수 없게 된 것들이 많아지고 있었다. 이렇듯 군기 실태가 부실해지고 있다는 것은 지방군의 상태가 부실해지고 있다는 것을 보여준다. 이는 국방력 전체의 약화를 의미함과 동시에 국가의 지방통제력의 약화를 의미하는 것이기도 하다. 이것은 결과적으로 조선정부가 조선 말기로 갈수록 커져가는 민란과 외세의 침략에 대응할 수 있는 힘을 상실해가고 있었음을 보여주는 것이기도 하다. 이러한 지방군의 약화가 결국 체제유지기능의 상실로 이어지면서 조선왕조는 무너져갔던 것이라고도 할 수 있다. 내부 변란과 외부 침략을 막을 수 있는 군사적 힘을 상실한 국가가 유지되기는 어려웠을 것이다.

영어초록

The purpose of this study is to identify the actual situation of armaments in the end of the ChoSun Dynasty, focusing on the 'Jung Gi' data.
At that time, the ChoSun Dynasty had to deal with internal and external problems. The most basic way to resolve these internal and external problems was military response. In the end, one of the many reasons why the ChoSun Dynasty could not overcome the internal and external crises and became a colony of Japan would be the weak military power. Therefore, in order to understand the realities of the ChoSun Dynasty right now, there is a need for empirical research on what the actual situation of armaments was. For this reason, this study focuses on the ‘Jung-Gi’ data that can grasp the actual condition of local armaments at that time.
The ‘Jung-Gi’ data is a statement of the financial records and materials of the local government register and the records of the current state of possession and expenditure of various items, and the records of the current status of the present state. And ‘Jung-Gi’ data is abundant contents in the ‘Jung-Gi’ data to understand the actual condition of the armaments related to this paper.
This study explored the actual situation of armaments in Andongjin and the other towns in Kyungsangdo. There were various armaments such as bows and arrows, gunpowder weapons, spears and swords, other weapons, and flags in the region at that time. These armaments are believed to have been equipped in accordance with the rules. However, it was confirmed that it was a formal aspect and the fact was in a poor state. Especially, as time passed, the number of real possession was decreasing. Also, there were many things that were not able to be used because they were not properly managed.
The fact that the armaments are in such a bad condition shows that the status of the provincial army is becoming poor. This means a weakening of the whole national defense force and also a weakening of the state 's local control power.
As a result, it shows that the Chosun government was losing its power to cope with growing domestic and international problems as the country became closer to the end of the ChoSun Dynasty. In the end, as the weakening of the provincial army led to the loss of the system maintenance function, the ChoSundynasty could be said to have collapsed.
