초록

신라는 성덕왕대 唐으로부터 지배를 공인받은 대동강 이남의 패강지역에 경덕왕대 14개 군현이 설치됨으로써 실질적인 영역지배가 이루어졌다. 패강진은 패강 이남에서 예성강 이북에 이르는 한주 지역을 행정적으로 관리하며, 군사적 대치상태인 북쪽의 발해에 대비한 군사거점의 역할도 수행했다. 이러한 패강진은 기존 신라 지방통치 내에서는 존재하지 않던 방식으로 군진세력의 태동이었다. 패강진의 운용을 통해 서북지역의 안정을 확보한 신라는 대외교역의 요충지로서 서남해안을 주목했다. 김헌창의 난 등으로 지방통치와 군사력의 정비가 필요했던 중앙정부는 현실적인 조치를 취하였다. 당에서 활동했던 장보고에게 청해진 설치를 허가하였는데, 半관영의 군진으로서 당의 번진체제와 비슷한 형태였다. 청해진이 번영을 누리자 군진이 증설되었는데 당성진의 설치가 그것이었다.
그런데 왕위계승전에 장보고와 청해진에 놓이게 되면서 상황이 변화했다. 중앙정부에 의해 장보고가 제거되면서 청해진도 혁파되었다. 군진 역시 통제가 강화되었는데, 혈구진의 설치가 이를 증명했다. 문성왕 이후 경문왕, 헌강왕대까지 소강상태를 맞았지만, 임시변통책으로 상황에 대처하였기에 체제붕괴를 막기에는 역부족이었다. 결국 정강왕을 거쳐 진성여왕대 이르러 집권세력이 무능한 정치행태를 보이자 농민반란 등으로 반사회적 혼란과 분열이 폭발되었다. 군진세력은 골품제에 기반한 고대적 질서보다는 새로운 질서를 염원하며 반신라적 성향을 보였고, 마침내 중앙정부를 제치고 독자적 대외교섭을 전개하는 세력까지 등장했다.
결국 신라하대 지배체제 내부에서 성장했던 군진은 청해진 설치 이후 세력이 확대되었으나, 장보고의 난 이후 위축되었고 왕위계승전 등으로 정치체제가 이완되고 골품질서로 회귀함에 따라 이탈하기 시작했다. 골품제에 기초한 고대적 질서에 대하여 새로운 중세사회로의 이행 추구에 다름 아니었다.

영어초록

As Silla installed 14 guns and hyeons in the reign of King Gyeongdeok in Paegang area south of Daedong River which had been approved to be ruled by Tang in the reign of King Seongdeok, it realized its practical ruling of the region. Paegangjin managed Hanju area reaching from the south of Paegang to the north of Yeseong River administratively and played roles as a military base to cope with Balhae in the north which was at the state of military confrontation. This Paegangjin was the birth of Gunjin power in a way that had not existed in the previous regional ruling of Silla. Silla that secured stability in the northeast area through the operation of Paegangjin paid attention to the southwest coast as a strategic point of foreign exchanges. The central government that required the maintenance of military power and regional ruling due to Kim heon-chang’s Uprising or such did take practical measures. They permitted Jang bo-go working in Tang to install Cheonghaejin, and it was a similar form to that of Tang’s Beonjin system as semi-publicly managed Gunjin. When Cheonghaejin prospered, Gunjin was extended. The installation of Dangseongjin is part of that.
But before succession to the throne, the circumstances changed due to Jang Bogo and Cheonghaejin. As Jang-bogo was eliminated by the central government, Cheonghaejin was also broken. The control of Gunjin was also reinforced, and installing Hyeolgujin proves this. After the reign of King Mun-seong until those of King Gyeong-mun and King Heon-gang, it came to a lull, but it was not enough to prevent collapse of the system because they coped with the situation with a temporary makeshift. Form the reign of King Jeong-gang until that of Queen Jin-seong, the ruling power came to take incompetent political behavior in the end, anti-social confusions and divisions exploded with peasant uprisings or such. Gunjin power wished new order rather than ancient order based on the bone-rank system and took anti-Silla tendencies, and finally, the power like Wang bong-gyu which overwhelmed the central government and developed independent diplomatic negotiations even emerged.
Finally, Gunjin which had been growing within the ruling system of late Silla extended its power after the installation of Cheonghaejin, but after Jang-bogo’s Uprising, it declined, and the political system got loosened because of the succession to the throne or such, and they started to leave it returning to bone-rank order. It was not different from pursing transfer to a new middle-age society regarding ancient order based on the bone-rank system.
