초록

가리포수군진(이하 가리포진)은 1521년(중종 16)에 설치되었다. 이곳은 첨절제사가 주둔하면서 예하에 다수의 수군만호진 등을 거느리고 있는 거진(巨鎭)이었다. 가리포진이 들어서게 된 것은, 완도 일원이 왜적의 주요 통로 내지는 해양 방어의 요새지였다는 것, 그리고 목장 관리를 원활하게 하기 위한 목적 때문이었다. 한편 이 가리포진이 설치되면서 전라우수영의 방어체제는 기존 임치도진만의 일원적인 해양 방어체제에서 이원적인 체제로 변화되었다. 가리포진은 1555년(명종 10) 경 수군 방어체제가 변화됨에 따라 편제에 약간의 변화가 있었다. 이후 임진왜란시 가리포진은 전라우수영은 물론이고 3도 수군 중에서도 단연 도드라진 활약을 하였다. 임진왜란 직후 가리포진의 편제에 약간의 변화가 있었는데, 그것은 관할 신지도진 폐지, 고금도진 신설, 신지도진 재설치 등에 따른 결과였다. 이러한 변화는 전라우수영의 최일선을 보강한다는 것과 왜구에 대한 적극적인 공세를 취하기 위한 전략적 차원에서 비롯되었다. 가리포진은 1854년(철종 6)에 독진으로 승격되었는데, 이것은 효율적으로 해양 방어체제를 구축하기 위한 목적과 서양 군선 출현에 대한 대비책의 일환이었다. 가리포진은 1866년(고종 3)에 완도지역에서 가장 외해(外海)에 위치한 청산도에 첨사가 주둔하는 독립된 수군진이 설치되면서 편제와 위상에 상당한 변화를 맞이하게 되었고, 이후 1895년 군제 개편으로 폐진되었다.
가리포진 첨절제사 휘하에는 평균 600여 명의 군관(軍官)·인리(人吏)·수군(水軍) 등이 근무하였고, 방수군(防戍軍) 1,530여 명 내외가 배정되었다. 가리포진의 수입은 신역가와 토지세 약 280여 결이 있었는데 그 중 토지세는 관할 백성들에게 배당되었다. 그런데 이 수입액 중 신역가는 제대로 거둬들이지 못하였고 토지세는 선혜청, 총제영, 금위영, 군자감, 종친위, 의정부, 중추부, 승정원, 통영문, 수영문, 사령들의 역가(役價) 등과 기타 운영비로 지출하다 보니 수군진 재정이 매우 취약한 상태였다.
조선후기 가리포진 첨절제사가 지휘하는 전선은 모두 9척 정도였다. 이 전선들은 보존상태가 매우 열악하였고 폐진될 무렵에는 모두가 파손되어 제대로 기능을 하지 못하였다. 가리포진에는 성보(城堡)가 축조되었는데, 그것은 1522년(중종 17) 경이었다. 가리포진성의 내부에는 동헌·내아·형청·훈련청 등 상당히 많은 관아 건물이 즐비하였다.
가리포진의 기능은 해양 방어를 비롯하여 병선 건조와 관리, 봉수 또는 요망대 관리, 송전 및 황장봉산 관리, 유배인 관리·감독, 조운선 호송 등이었다. 가리포진을 설치한 일차적 목적은 해양 방어에 있었다. 그런데도 불구하고 일반 행정 및 세역 수취 등의 대관 업무에 치우치다 보니 자연 해양 방어 임무를 소홀히 할 수밖에 없는 처지에 놓여있었다.

영어초록

The Garipo Naval Post was set up in 1521(the sixth year of King Jungjong's reign). It was a Geojin where Cheomjeoljesa was stationed and commanded a good number of naval Manho posts. The Garipo Naval Post was established on the Wan Island as the island was on one of the Japanese invaders' major routes and thus held a key position in the marine defense line. Another purpose was to promote the smooth management of Mokjang. The establishment of the Garipo Naval Post opened the door to the dual defense system of Jeollawoo Naval Fortress, ending the old unitary one around the Imchidojin. The Garipo Naval Post went through a few changes to its organization after changes to the defense system of the naval forces around 1555(the tenth year of King Myeongjong's reign). Once Imjinwaeran broke out, the Garipo Naval Post played decidedly prominent roles among the naval forces of three provinces as well as Jeollawoo Naval Fortress. Right after the war ended, it went through another round of small changes to its organization as a result of the abolishment of Sinjidojin in the jurisdiction, the addition of Gogeumdojin, and the reinstallation of Sinjidojin. These changes were made as strategic measures to reinforce the frontline of Jeollawoo Naval Fortress and take the active offensive against the Japanese invaders. The Garipo Naval Post was elevated to the position of Dokjin in 1854(the sixth year of King Cheoljong's reign), which was to build a marine defense system efficiently and make preparations for Western warships. In 1866(the third year of King Gojong's reign), an independent naval post was set up on the Cheongsan Island in the farthest offshore location of the Wan Island with the station of Cheomjeoljesa. It brought considerable changes to the organization and status of the Garipos Naval Post, which was abolished in 1895 after the military reorganization.
Under the command of Cheomjeoljesa, the Garipo Naval Post had average 600 military officers, Inris, and marines working on the premise with about 1,530 Bangsugun marines allocated there. Its income came from approximately 280 Gyeols of Sinyeokga and land taxes, which were levied on people in the jurisdiction. Sinyeokga was not collected right, and land taxes were spent on Seonhyecheong, Chongjeyeong, Eumwiyeong, Gunjagam, Jongchilwi, Euijeongbu, Jungchubu, Seungjeongwon, Tongyeongmun, Suyeongmun, and Yeokga of Saryeongs along with other operating expenses. As a result, the finance of the Garipo Naval Post was very weak.
The Cheomjeoljesa of Garipo commanded a total of nine warships, which were in very poor preserved conditions the late joseon Dynasty. About the time when the naval post was abolished, all of the warships were destroyed and failed to function properly. A fort was built in the Garipo Naval Post in 1522(the 17th year of King Jungjong's reign). There were lines of government office buildings including Dongheon, Nae-a, Hyeongcheong, and Hunryeoncheong inside the naval post.
The functions of the Garipo Naval Post were diverse including marine defense, the construction and management of warships, the management of Bongsus and Yomangdases, the management of Songjeon and Mt. Hwangjangbong, the management and supervision of exiles, and the escort of Jowoonseons. The primary purpose of the naval post was marine defense, but it was inclined toward Daegwan affairs including general administration and tax collection rather than its original duties. It was naturally in an inevitable position to neglect its marine defense duties.
