1960-70년대 원주지역의 신협운동 - 진광 협동교육연구소와 진광신협의 활동을 중심으로 - (Study on Credit Union Movement of the Wonju Region during 1960s-70s - Focus on Jinkwang Cooperative Educational Institute and Jinkwang Credit Union’s Activities -)

초록

1965년 천주교 원주교구 초대 교구장으로 취임한 지학순 주교(池學淳, 1921-1993)는 원주지역 농민들의 상부상조하는 사회건설과 농민들의 경제적 자립을 위해 신협운동을 계획하였다. 이에 1966년 지학순 주교는 원동성당 신자들을 중심으로 원주신협을 창립하였고, 이사장으로 장일순을 선출했다. 그러나 당시 원주교구는 신협을 운영해본 경험이 미숙하였고, 신협 조합원들에 대한 체계적인 교육이 부족했기 때문에 원주신협의 운영이 어려웠다.
이에 지학순 주교는 원주지역 신협운동의 활성화를 모색하였고, 1969년 10월 13일 진광학원 내에 진광 협동교육연구소(이하 ‘협동교육연구소’)를 설치하여 신협운동을 전개하였다. 협동교육연구소는 원주지역에서 성인교육과 학생교육을 병행하면서 신협 창립 및 경영을 지도하였다. 1970년대 협동교육연구소의 활동 이후 신협조직은 원주지역에서 강원지역으로 확대되었다. 그 결과 1972년 6월 17일 도내 신협들이 진광학원에 모여 강원지구평의회를 창립하였다. 강원지구평의회 창립 이후 강원지역은 체계적으로 신협을 운영할 수 있게 되었다.
또한, 협동교육연구소의 활동은 도내최초의 학교신협인 진광신협 창립에도 영향을 주었다. 진광신협은 1970년 5월 15일 진광학원의 학생･학부모･교사 등이 공동으로 창립하였다. 진광신협은 가난한 학생･학부모･교사 등을 대상으로 신용사업과 공동 구매･소비사업을 운영하였다. 또한 학생들에게는 저축활동을 장려함으로써 금융활동과 저축의 필요성을 가르쳤다. 이렇게 지학순 주교는 학교교육에 신협운동을 접목시켜 학생들 스스로 신협의 필요성을 느끼게 하였다. 가난한 농촌집안의 학생들은 신협을 긍정적으로 인식하였고, 이러한 신협에 대한 인식은 원주지역으로 확대되었다. 그리고 이를 체험한 농촌마을의 학부모와 청년 지식인들은 마을 곳곳에 협동조합을 조직하게 되었다.
1960-70년대 원주지역에서 전개된 지학순 주교의 교육사업과 신협운동은 농민들의 생활개선 뿐 만 아니라 사회운동의 성격도 강했다. 협동교육연구소와 진광신협의 활동을 통해 당시 지역 주민들과 학생들은 농촌 빈곤의 구조적 문제를 인식할 수 있었다. 이에 지역사회 주민들은 지역 곳곳에서 신협을 창립하여 조합원으로 활동하였다. 이렇게 1960-70년대 국가 주도의 경제정책과는 별개로 원주지역에서 전개된 민간 주도의 신협운동은 지역 주민들 스스로가 빈곤퇴치와 생활개선에 참여할 수 있도록 하였다.

영어초록

Bishop Ji, Hak-soon(池學淳, 1921-1993), appointed as the first diocesan bishop of Wonju diocese of catholic in 1965, took the lead of participation of Catholic Church in reality and Christian life practice with the influence of the Second Vatican Council(1962-1965). Bishop Ji, Hak-soon developed educational business and credit union movement for the life improvement of poor Wonju region residents and independence of farming household economy. Bishop Ji, Hak-soon considered that it is important to train talented people to develop the backward Wonju region. Here, bishop Ji, Hak-soon promoted various education projects such as a crusade against illiteracy, establishment of adolescent independence training camp, and establishment of Jinkwang private school, etc. in the community.
Bishop Ji, Hak-soon developed credit union movement by installing ‘Jinkwang cooperative educational Institute’ in Jinkwang private school on October 13, 1969. Jinkwang cooperative educational Institute instructed credit union foundation and management while combining adult education and student education in Wonju. Since the activity of 1970s’ Jinkwang cooperative Educational Institute, credit union organization was extended to Gangwon region from Wonju. As the result, June 17, 1972, credit unions of the county gathered in Jinkwang private school and founded Gangwon district council. Since the foundation of Gangwon district council, Gangwon region could operate credit union activity systematically.
Activity of Jinkwang credit union private school also influenced foundation of Jinkwang credit union, the first school credit union of the county. Jinkwang credit union was founded in common by the poor students･school parents･teachers of Jinkwang private school on May 15, 1970. Jinkwang credit union operated credit business, joint purchase･consumption business targeting poor students, school parents, and teachers. Also, taught students necessity of financial activity and saving by encouraging saving activity. This way, bishop Ji, Hak-soon made students feel necessity of credit union by themselves by applying credit union movement to school education. Students from poor farming household positively recognized credit union, and such awareness on credit union was extended to Wonju region. Also, the school parents and young adult intellectuals from farming village, who experienced this, organized cooperative union in every place of village.
Bishop Ji, Hak-soon’s educational business and credit union movement in Wonju during 1960s-70s had a strong characteristic of social movement as well as life improvement of farmers. Through Jinkwang cooperative Educational Institute and Jinkwang credit union activities, regional residents and students during that time could recognize the structural problem of farming village poverty. Here, community residents acted as the members by establishing credit union in every place of the region. This way, apart from the government oriented economic polity during 1960s-70s, privately led credit union movement in Wonju region enabled the regional residents to participate in poverty elimination and life improvement by themselves.
