목회자의 이중직에 대한 실증 연구 - 목회자 이중직에 대한 설문조사 및 심층인터뷰를 기반하여 - (Financial situation of korea pastors and their bi - vocational ministry)

초록

한국교회 목회자들이 경제적인 어려움 가운데 있고, 그 결과로 이중직을 하고 있다는 것은 널리 알려진 사실이다. 그러나 각 교단들은 이러한 상황을 외면하고 있었고, 불법의 상황을 방치하고 있었다. 이에 목회자 이중직과 관련하여 목회자 설문조사와 심층인터뷰를 포함한 실증연구를 진행한 결과를 살피고 이에 기반하여 몇 가지 제안을 하였다.
조사에 의하면 한국교회 목회자들의 66.7%는 보건복지부 기준 4인 기준 최저생계비 이하이고, 85.6%는 대법원이 정한 4인 기준 최저생계비 이하의 사례를 받고 있은 것으로 나타났다. 목회자 이중직에 대해서는 73.9%가 긍정적으로 대답을 했고, 26.1%가 반대의견을 나타냈다. 겸직을 찬성하는 이유는 70.4%가 가족의 생계를 책임져야 하기 때문이라고 했고, 20.4%는 신학적로 가능하다고 대답했다. 또 현재 이중직을 하고 있는 목회자는 37.9%가 하고 있다고 대답을 했다. 특히 담임목사의 경우는 35.2%가 하고 있다고 대답을 해서 현실을 잘 나타내고 있다고 할 수 있다. 또 이중직을 함에 있어서 애로사항을 물었는데 교인들이 좋아하지 않는다는 대답은 12% 밖에 안 되어서 현재 일반 교인들도 목회자들의 이중직에 대해서 개방적인 입장임을 확인할 수 있었다.
인터뷰를 통해서 보면 더욱 실제적인 이야기들이 나타나는데 사모들이 먼저 경제적인 일을 시작하고, 사모들이 후유증으로 몸이 아프게 되는 상황에 몰렸을 때 목회자들이 이중직에 나서는 것을 볼 수 있다. 이들은 한 일은 다양한데, 많은 경우 밤을 새우는 일이거나 위험한 일들도 있었다. 그러나 이들은 모두 이중직을 통해서 성도들의 삶을 더 이해하게 되었다는 긍정적인 반응을 보였다.
현재 목회자 이중직은 현실적으로 나타난 현상에 신학적 구성이 뒤따르는 상황이다. 더군다나 교단들의 입장에서는 불법화하고 있는 이중직에 대해서 논의가 활발히 이루어지고 있는 상황이다. 이에 전향적인 이해가 필요하고, 신학적인 연구와 교단의 법률적, 실제적 뒷받침이 필요하다.

영어초록

It is now a well known fact that many pastors are in serious financial crisis and, as a result, are in bi-vocational ministry in Korean churches. However, denominations are ignorant of the situation, and pay no attention to it although they knew that such situations violate their by-laws. For those reasons, in this study, several suggestions are offered on bi-vocational ministry based upon a series of in-depth interviews, surveys, and qualitative research.
According to the study, 66.7% of Korean church pastors make below the minimum cost of living for a family of four. 85.6% of them receive below the minimum cost of living suggested by the supreme court of Korea. Regarding bi-vocational pastors, 73.9% responded positively, and 26.1% were opposed to it. Reasons given for supporting the idea of bi-vocational pastors were because the pastors also need to support the family financially (70.4%). 20.4% answered that there was no problem theologically with the idea of bi-vocational pastors. Among the respondents, 37.9% are now bi-vocational. Shockingly, 35.2% of bi-vocational pastors were senior pastors, which gives a good picture of the reality in Korean churches.
When asked about their difficulties as bi-vocational pastors, only 12% said that congregation members don’t like their pastors to be bi-vocational. This tells us that church members are more generous about and open to a bi-vocational approach.
From the in-depth interviews, more practical stories were introduced about bi-vocational pastors. In most cases, pastors’ wives worked to help with the living expenses of the family, and pastors had to step into bi-vocational roles as their wives became sick or exhausted from their efforts in the work force. Their jobs vary, but some of those jobs require difficult and even physically dangerous work. However, they all said that they can understand more of their church members’ lives through their bi-vocational experiences.
The issue of bi-vocational pastors is both practical and theological. Most denominations define bi-vocational pastors as violating their bylaws, and yet no alternate options seem to exist for those who can’t afford full time ministry due to the financial difficulties of the church. There are active discussions and debates among pastors regarding the bi-vocational issue. Thus, more prospective studies about bi-vocational ministries aa well as thoughtful, theological, practical legal discussions are necessary for the future church.
