일제 강제합병 이데올로기와 식민지교육정책 (Ideology of Japanese compulsory annexation of Korea and colonial education policy)

초록

일본에서는 최근까지도 일본·한국간의 ‘병합조약’은 합법적이며 한국민의 ‘願’에 의해 성립되었기에 식민지지배는 정당하다는 왜곡된 역사인식이 주류를 이루고 있었다.
본 논문은 일본이 한국을 강점하는 과정에서 한국지배를 정당화하기 위해 만들고 유포한 병합의 논리를 통해 강제 병합의 이데올로기가 어떻게 만들어졌는지와 이들 이데올로기가 식민지교육정책과 학교교육에서 어떻게 반영되었는지를 살펴보았다.
일제는 한국과 병합 조약을 강제 체결하기까지 ‘合邦’, ‘合倂’에서 ‘倂合’의 용어를 정치적 상항 변화에 따라 사용하였다. 한국을 식민지화하는 일에 관여했던 이들은 치밀한 의도를 갖고 이들 용어를 사용하였다. 그러나 오늘날 일제의 정치적 의도를 무시하고 의식 없이 용어를 혼용하고 있는 현상은 시정되어야 한다.
개항 이후 서양 제국주의의 이권 침탈과 정쟁의 혼란한 틈새를 비집고 일제는 ‘보호’를 구실로 한국의 국권을 침탈하고 국제사회로부터 한국에 대한 ‘보호국’화를 용인 받아내는 외교적 성과를 거두었다. 한국 병탄 야욕을 노골적으로 들어내는 가운데에서도 식민지 지배 논리를 끊임없이 개발해 대내외적으로 유포하였다. 일제는 한국민을 무마하기 위하여 청일전쟁과 러일전쟁 모두는 한국의 독립을 지켜주기 위한 대리전쟁이었으며, 한국통감부의 보호국체제는 한국의 근대화와 문명 이식, 그리고 독립보장과 동양평화, 그리고 문명화를 가져올 것이라는 기만적 논리를 내세웠다. 그리고 ‘동양의 평화를 위해 한국을 일본제국의 보호 아래 두고 ‘시정 개선’과 ‘禍源의 杜絶’에 힘썼지만 만족스런 결과를 얻을 수 없어 결국에 한국 황제와 한국민의 청원을 받아들여 한국 병합을 결정하게 되었다고 기만하였다.
강제병합 후 일제는 ‘병합’으로 인해 일한 양국민은 행복을 증진하며 동양의 평화를 영구히 확보하게 되었으며 병합 ‘施惠’를 입고 일본의 ‘庇護’를 받게 된 한국민은 일본 천황에 대한 ‘忠愛의 念’을 갖아야 한다는 천황주의에 입각한 식민지교육을 시행하였다. 또한 식민지교육을 통해 일제는 항일독립정신을 근절시키고자 한국의 전통과 민족 문화는 미개하고 열등하여 생존경쟁에서 도태되고 멸실되어야 할 대상이라고 가르친 반면, 일본의 역사는 선진과 문명, 그리고 모범적 문화를 갖춘 同化 대상이라는 이데올로기를 식민지통치 기간 내내 한국민 의식에 주입하였다.

영어초록

Distorted history recognition that Korea-Japan annexation treaty was legitimate and Japanese colonial rule of Korea was fair because it was accomplished on the basis of Korean peoples’ wish dominated Japan up to recently. In the article, I studied how the ideology of Japanese compulsory annexation of Korea was set through the logics of annexation that was designed and disseminated to justify its rule of Korea in the course of Japanese annexation of Korea and how the ideology was reflected in the colonial education policy and school education.
Japanese imperialism used the terminologies like “annexation”, “amalgamation” and “absorption” according to political situation changes till its conclusion of the merger treaty with Korea. Those who were involved in colonization of Korea used the terminologies with careful intention. But it should be corrected to use a term together with another unconsciously ignoring Japanese political intention. After opening a port Japanese imperialism squeezed in between the Western imperialist countries which were indulged in plundering rights and interests and were embroiled in political strife, and plundered Korea’s national sovereignty on the pretext of the protection of Korea, and obtained diplomatic results that international society admitted Japan to make Korea a dependent state.
Japanese imperialism developed and disseminated the logics of colonial rule in the middle of plainly showing its ambition to annex Korea. It claimed the deceptive logic that the Sino-Japanese War and the Russo-Japanese War were proxy wars to keep Korea’s independence, and the Japanese protectorate would make Korea modernized and civilized, and transplant civilization to Korea, and guarantee Korea’s independence, and contribute to peace in the Orient. And also Japan deceived Korean people as follows; Placing Korea under the protection of Japan for peace in the Orient, Japanese imperialism strived for removal of the root of evil and civic improvement, however, it couldn’t get satisfactory results. Therefore Japan granted the petitions of the Korean Emperor and Korean people and decided to annex Korea.
After Japanese compulsory annexation of Korea, Japanese imperialism claimed that the annexation improved both Japanese and Korean people, and made it possible to secure peace in the Orient forever, and carried out colonial education based on an ideology that the Japanese emperor was the driving force of the country, that is, Korean people that received favor of annexation and got to be under the wing of Japan had to possess loyalty and love for the Japanese emperor. Also it taught Korean people that Korean tradition and culture were uncivilized and inferior and would fall behind in the struggle for existence and should be extinct. On the other hand, it infused the ideology that Japanese history with advancement, civilization and exemplary culture was an object of assimilation into Korean people’s consciousness throughout the Japanese colonial era.
