웅치·이치전적지의 범위와 관리 현황 (The Scope and Current Status of Management of the Battleground at Ungchi and Ichi)

초록

이 글은 임진왜란 초기 전라도를 침공하던 왜군을 물리침으로써 호남을 지키고 나아고 호남이 나라를 구할 수 있도록 하는 결정적인 계기가 되었던 웅치와 이치전적지의 범위를 설정하고, 현재 그 현황과 관리 실태를 살펴보고자 한 것이다. 웅치전투는 진안으로부터 전주를 공격해 오는 왜군을 막아 싸웠던 전투였다. 따라서 웅치전적지의 범위는 웅치 일원으로 설정할 수 있으며, 세부적으로는 이 영역 안에 위치한 웅치, 덕봉길, 적천치 등 세 개의 고개길을 중심으로 각각의 지구별 전적지를 설정할 수 있다.
현재 웅치 일원의 세 개의 고개에는 옛날에 넘어 다니던 길의 형태가 많이 남아 있는데, 특히, 덕봉길에는 임진왜란과 관련된 지명, 성황당 돌무더기, 토성 추정지, 전사자 무덤으로 추정되는 지형, 그리고 진지지형으로 추정되는 지형이 남아 있어 이 곳이 웅치전투의 주 전투 지역었음을 짐작케 한다.
웅치전적지는 전라북도 기념물 제25호로 지정되었으며, 웅치 정상 부근에 웅치전적비를 세웠다. 그러나 문화재 구역의 범위 설정의 오류로 인하여 대부분의 전적지 지역이 문화재 구역에 포함되지 못하였다.. 이에 따라 전적지에 해당하는 웅치 영로의 대부분이 관리되지 못하고 있으며, 상당 부분이 농경지 개간, 임산 자원 개발, 광산개발로 활용되면서 그 원형이 크게 변형된 채 방치되어 있는 실정이다.
이치는 현재 전라북도 완주군 운주면 산북리와 충청북도 금산군 진산면 묵산리의 경계를 이루는 고개이지만, 조선시대에는 전라도 진산과 전주 월경지의 경계였다. 이치 전투는 금산을 점령한 왜군이 진산을 거쳐 전주 방면으로 공격해 오던 왜군을 물리친 싸움이다. 따라서 이치전적지의 범위는 이이 영로 주변지역으로 설정할 수 있다. 하지만, 주 전투는 묵산리 쪽 고개 아래로부터 이치 정상에 이르는 고갯길과 그 주변일대에서 전개되었던 것으로 추정된다. 현재 이 지역에는 임진왜란 전투와 관련된 직접적인 유적은 전하고 있지는 않지만, 이치 정상 양쪽 일부 구간에 이치 옛길의 형태가 비교적 양호하게 남아 있다.
전라북도에서는 이치전적지를 전라북도 기념물 제26호로 지정하였고, 충청남도에서는 충청남도 기념물 제154호로 지정하여 관리하여 오고 있다. 하지만, 양 도에서 지정한 전적지의 범위가 서로 다를 뿐만 아니라, 고개 정상부를 제외한 대부분의 전적지가 문화재 지정 범위에서 벗어나 있고, 이에 따라 문화재로서 전적지의 관리가 제대로 이루어지지 못하고 있다.
결국 하나의 전적지를 전북과 충남이 별개의 전적지로 설정하여 지방문화재로 지정하여 관리하여 오고 있다. 그런데 더 심각한 문제는 양도에서 지정한 문화재구역이 문화재로 지정하고 그것을 표시하거나 기념시설을 건립한 지역을 전적지로 지정하였다는 점이다. 따라서 이치전적지로 지정된 문화재구역은 이치 전적지의 범위 밖에 해당한 곳이다. 따라서 실제 이치전적지에 해당하는 이치의 영로 부분은 전적지의 범위에서 벗어나 있고, 이에 따라 관리도 전혀 이루어지지 못하고 있다.
이와 같이 웅치・이치전적지는 문화재의 지정 범위 설정이 잘못되어 있어 역사유적지로서 관리가 제대로 이루어지 못하고 있는 형편이다. 따라서 웅치・이치전적지의 국가 지정 사적화를 추진하기 위해서는 우선 지리적 조건과 전투상황을 고려하여 전적지의 범위를 올바로 규정할 필요가 있다.

영어초록

The purpose of this study is to establish the scope of the battleground at Ungchi and Ichi and to examine current status and management status, which were the decisive occasions for Honam to save the country and to save Honam from the enemy by defeating the Japanese invaders who invaded Jeolla-do in the early years of Imjinwaeran.
The Ungchi battle was a battle that fought against Jeonju from Jinan. Therefore, the scope of the Ungchi Battleground can be set as a Ungchi area, and each district can be set up around each of the three main roads, such as Unchi, Deokbong-gil, and Jeokcheonchi, which are located in this area.
At present, there are many forms of roads that passed over in old days in three mountain heads of Ungchi battle. Especially, Deokbong-gil makes many guesses that it was the main battle area of the Ungchi battle because there are traces left such as nominal names related to the Imjinwaeran, pile of rocks of shrine to the village deity, estimated area of earthen fortifications, estimated area of the grave of person killed in battle, estimated area of military camp.
The battleground at Ungchi was designated as Jeollabuk-do monument No. 26, and the monument for Ungchi battle was built in the vicinity of the summit of Ungchi. However, due to the error in the setting of the cultural property area, most of the settlement area could not be included in the cultural property zone. As a result, most of the Ungchi moving troops are not managed and much of it is being used as agricultural land clearing, forest resource development, and mining development. So, the original shape is largely deformed and left untouched.
Ichi is the head of the boundary between Sanbukri in Unju-myeon, Wanju-gun, Jeollabuk-do, and Muksan-ri in Jamsan-myeon, Geumsan-gun, Chungcheongbuk-do. However, during the Joseon Dynasty, it was the boundary between Jinsan in Jeolla-do and wolgyeongji(land beyond the boundaries of the region) of Jeonju. The Ichi battle is a battle that destroyed the Japanese invaders who had occupied Geumsan attacked Jinsan and then attacked Jeonju. Therefore, the scope of the battleground at ichi can be set to the moving troops surrounding this zone. However, it is presumed that the main battle was deployed in the vicinity of the Muksan-ri headquarters to the top of Ichi and the surrounding area. Currently, there are no direct relics related to the Battle of Imjinwaeran in this area. However, the shape of the old road remains fairly good in some sections of both sides of the top of Ichi.
In Jeollabuk-do, the battleground at ichi was designated as Jeollabuk-do monument No. 26. In Chungcheongnam-do, it is designated as the Chungcheongnam-do Monument No. 154 and managed. However, in addition to the differences in the scope of the battleground specified on both sides, most of the battleground except for the top of the head are out of the range of designated cultural properties. Therefore, it is not properly managed as a cultural property.
In the end, Jeonbuk and Chungnam have designated a battleground as a separate battleground and designated it as a local cultural property. The more serious problem, however, is that the designated cultural property area has been designated as a cultural property, and the area designated as a cultural property has been designated as battleground. Therefore, the designated cultural property area is located outside the scope of the battleground at ichi. In other words, the part of the moving troops that corresponds to the real battleground at Ichi is out of the scope of the battleground at Ichi, and thus the real battleground at Ichi is not managed at all.
As mentioned above, the Battleground at Ungchi and Ichi are not properly managed as historical sites because the designated scope of cultural properties is wrong. Therefore, in order to promote the privatization of the national territory of the Battleground at Ungchi and Ichi, it is first necessary to properly define the scope of the battleground considering geographical conditions and combat situations.
